Making Schools and Hospitals Safer in Uva and Eastern Provinces : Process  Engaging education and health authorities on the need for DRR  Soliciting and winning the support of agencies working in building codes and guidelines  Development of a data base on schools and hospitals (GPS points and data)  Identifying vulnerable facilities (historical data)  Incorporate DRR into infrastructure plans (Expert Panel)  Strategic entry to promote disaster resistant infrastructure (Type Plans)

Lessons Learnt  Infrastructure planning is one key area for DRR and it was possible to bring together the planners and users through proper co-ordination (DMC)  Both Central and Regional Administrative systems are equally important in infrastructure related DRR  Much of the information was available, willingness to contribute existed, however, support to create enabling environment (maps, databases and coordination) lacked  Investments in coordination and facilitation is a key aspect in DRR, not so much the resources

Reaching the Unreachable- Enhancing Outreach Capacity in Disaster Risk Reduction  Purchasing a caravan to be modified as a mobile training and awareness generation facility  Coordination of Stakeholder Groups to identify/develop (compile, translate and design) education and communication materials in local languages  Develop partnerships with private sector, media and others to create collaborated activities to promote awareness, best practices of DRR, rights based DM and good governance

Knowledge sharing (Japan to Sri Lanka) Ability to conduct a public event in Schools; Communities and Cultural Festivals etc.; and Support Programme Activities such as First-Aid; Mapping, Governance (walk a watershed) etc.

Key results  The mobile unit is designed to suit Sri Lanka DRR needs and being built  The educational materials needed is bring developed with intensive stakeholder inputs, primarily via the National Disaster Management Coordinating Committee (education and training sub committee)  Number of private sector agencies have expressed to form partnerships with the mobile awareness work  This project prompted to think out of the box in programming and to develop innovative projects

Lessons Learnt  Vast amount of education and extension materials were available with partner agencies  National Disaster Management Coordinating Committee members found a niche to add value to DRR  Educational materials developed for the mobile unit is standardized and can be used in multiple audiences  Collaboration of Govt. educational authorities helped to align the contents with Government subject curricula on related subjects  Extensive consultations, ensuring ownership and coordination are some of the elements of success

Next steps  The mobile unit would be used to support awareness component of on going and new initiatives  First-aid and search and rescue trainings  Mapping projects for village development and incorporating DRR  Highlight governance aspects in environment conservation needs and disaster risks (walk your watershed; dengue control, waste management, water quality related issues etc.)  New resettlement areas on best practices  Establish private partnerships and innovative projects to use the facility and to share costs

Conclusions  Sri Lanka used the AIDCO funding and ISDR support strategically within the broader DRR framework being implemented  Two projects along with AIDCO support provided via UNDP Bangkok office contributed towards mainstreaming DRR into development and to promote HFA  Room to transfer other global/regional experience  In country coordination could have been better (who, what and where started)  New areas coming under development in Sri Lanka has a greater need and the potential introduce DRR at the planning stage and the outputs of the two projects
