The Development of a Canadian CBRNE Recommended Equipment List (REL) May 3 rd, 2010

Introduction Presentation will cover: –Beginning –Parallel Work –Objectives –Output Document – Way Forward

REL - Beginning Canadian Police Research Centre (CPRC) -Mission: “To harness S&T knowledge to strengthen tri-services across Canada through research, the development of standards, product evaluations and technology transfer” On behalf of the Tri-Services, CPRC: Supports and performs testing and evaluation; Develops standards and guidance; Conducts research and development; Builds and maintains stakeholder networks; Provides an interface between first responders and federal programs; Ensures technology transfer and pull through of Federal S&T and other research to the First Responder community and Industry; and Facilitates and manages knowledge generated from projects and networks

REL – Beginning CPRC conducts a Tri-Services responder gap analysis annually based on: consultations, surveys, foresight analyses, Direct input of its Science and Technology Advisory Committee (STAC). STAC includes members representing Police, Fire and Emergency Medical Chiefs and Membership Associations: -Canadian Association of Chiefs of Police (CACP) -Emergency Medical Services Chiefs of Canada (EMSCC) -Canadian Association of Fire Chiefs (CAFC) -Canadian Police Association (CPA) -Paramedics Association of Canada (PAC) -International Association of Fire Fighters – Canada (IAFF) * Also includes Canadian Standards Association

REL – Beginning Immediately post-9/11, Government of Canada invests in creating new counter terrorism capabilities e.g. significant new investment in CBRNE and S&T. Capability = Personnel, Training, Standards, Process/Procedure, Technology/Equipment Office of the Auditor General (OAG) reviewed these initiatives and recognized that funding for equipment acquisition was not well spent…i.e. crisis management approach vs. investing with a view toward strategic risk reduction

REL – Beginning CPRC contingent visits IAB November 2007 –Explore SEL vs. AEL, bring home hard copies of SEL for discussion –Value of collaboration between emergency services is abundantly apparent – U.S. investment and accomplishments of IAB are relevant to current Canadian requirements and present opportunity for accelerated progress. –International access to RKB secured for Canadian first responders

REL – Parallel Work Government of Canada requires that programs established to improve public safety and security aim to accomplish risk reduction. Various programs and projects explore U.S. NIMS, Capability Based Planning, Targeted Capabilities List, Resource Typing, Emergency Support Functions, and I.R.I.S. - Numerous projects test potential for Canadianization

REL – Parallel Work S&T Project Proposals – Emergency Response Inventory Network (E.R.I.N.) – Canadian equivalent of IRIS Recommended Equipment List (R.E.L) – a Canadian hybrid of SEL and AEL Theory - REL - ERIN = requirement for intergovernmental funding support

REL - Objectives To create a CBRNE Recommended Equipment List document as guidance for Canadian emergency service agencies To use recognized Standards development processes to the extent possible, i.e. open, transparent, inclusive, decision by consensus To include experts representing: –The Canadian Police, Fire and Emergency Medical Services Chiefs and Membership Associations –Standards organizations –Responder training institutions, –Public safety and security communities

REL – The Document Document begins with a methodology for conducting a local risk assessment (Chapter One) Risk assessment indicates community’s required resource type. Resource types are laid out as baskets of capabilities Capabilities are broken into components pieces including technology/equipment, training, applicable standards ***** Final Document becomes the consolidated “Recommendation” of the Chiefs and Membership Associations

REL – WAY FORWARD - REL has been established as an S&T “knowledge creation” research project under the CBRN Research & Technology Initiative (CRTI) in Canada. - has been allocated funding to support 10 Committee sittings over the next two years. - Meeting # 1 is this visit to the U.S. IAB.
