Merseyside Sports Partnership Board (MSPB) The core purpose of the MSP Board is “To direct, influence and facilitate the delivery and outcomes of the Merseyside Sports Partnership Strategic Plan” The Vision of the MSP Board is “To maximise and sustain resources to effectively delivery the MSP strategic plan” The Core Values of MSP Board is:- –Integrity (Openness & Honesty, Trust, Ethical) –Action (Results & Impact, Responsive, Expertise) –Passion (Belief, Commitment, Making A Difference) –Leadership (Empowerment, Teamwork, Innovation) –Inclusion (Participation, Promotion, Engagement) The Board consists of – see network diagram The quarterly board meeting should provide the central hub for all board communications comprising of; – Director Report – brief summary of core team activity and progress in line with MSP Strategic Plan –Action Group Chair Reports – summary of activity and progress against the agreed objectives and measures –Report and update from each Partner organisation All reports and papers should be submitted in advance of the meeting and produced to an agreed template – all members should be required to read the reports in advance of the meeting – reports can then be taken as read, with the actual content of the meeting being focused on matters arising, action planning and decision

Types of Roles in “Functional Action Groups” Role One: Board Member will:- –Act as the “functional champion” for the area of work –Lead the functional group meetings –Influence and gain appropriate support for any potential funding opportunity –Communicate progress to MSP Board at appropriate meetings using report template Role Two : Core Team Member will:- –Act as secretariat for “Functional Action” Group or additional support – agendas/action notes if appropriate –Co ordinate any tasks associated with group with support from the action group members –Preparation of the progress report in line with MSP Board Meetings (see template) Role Three - Expert individuals recruited from (donated by) partner organisations will:- –Share the relevant skills & experience to the “Functional Action Group –Commit time to leading / supporting on tasks associated with group –Communicate progress to peers as appropriate

Executive Directors Group Main purpose of the group is to guide, support and provide a effective decision group for the Director of Merseyside Sports Partnership in relation to:- Governance Arrangements Contractual compliance Human & Financial resources The group consists of:- –Host Authority for CSP, Liverpool City Council, Divisional Manager Sport and Outdoor Recreation & Parks and Green Spaces, Robert Lyall –Chair of Merseyside Sports Partnership Board: John Bell –Vice Chair of Merseyside Sports Partnership Board: Professor Pat Shenton –Director of Merseyside Sports Partnership : Jean Stephens The group would meet in advance of Main Board meetings and / or as appropriate Outcomes of these meetings would be communicated to Main Board

Funding & Income Action Group Purpose of the group is: “To explore and generate funding opportunities to support Sport & Physical Activity provision in Merseyside. Priorities could include:- –Identify potential funding providers –Co coordinating the acquisition strategy and maxmising points of influence –Recommending bids and income generation schemes –Coordinate bid writing and funding applications –Communicating and reporting progress back to Board Membership of the group is:- –MSP Board Member as “Functional Champion” – Vacant –MSP Core Team – Jean Stephens –Expert individuals recruited from (donated by) partner organisations with the relevant skills, experience, commitment and time availability i.e.: Performance officers / other Board members Frequency of meetings and specific priorities will be determined by the group

Performance & Improvement Action Group Purpose of the group is to:- “Combine expertise and resources available to continue to measure and improve Sport and Physical Activity provision on Merseyside. Priorities:- To increase participation across Merseyside by: - –Using up to date Research and Information to help make better informed decisions –Identifying pan Merseyside priorities and utilise research methods, data and analysis –Promote Merseyside’s success Nationally when new initiatives, systems, data are produced –Ensure effective communication channels are in place within the partnership to keep all informed –Raising the profile of Merseyside Sports Partnership through advocacy, marketing and promotions Membership of the group is:- –MSP Board Member as “Functional Champion” - Damian Walsh –MSP Core Team – Development Manger - Kerry Stewart –Expert individuals recruited from (donated by) partner organisations with the relevant skills, experience, commitment and time availability or other Board Members such as:- Performance officer from Local Authority LEA advisors Frequency of meetings and specific priorities will be determined by the group

PE & Community Sport Action Group Purpose of the group is : To encourage more people to take part and continue in sports participation Priority To provide more and improved access to “Quality sports clubs” & “facilities” in Merseyside Impact / outcomes anticipated:- –Coordinated set of principles by which targeted resources can to support (and influence) :- An Increase and sustaining sports participation People with a sporting talent to reach their full potential Competitive opportunities and pathways (school – club links) Celebrating success and recognising achievements Membership of the group is:- –MSP Board Member as “Functional Champion” - Dave Southern –MSP Core Team – Development Manger (Sport) – Calum Donnelly –Expert individuals recruited from (donated by) partner organisations with the relevant skills, experience, commitment and time availability or other Board Members such as:- Club Development Officers National Governing Bodies of Sport Merseyside Competition Manager Frequency of meetings and specific priorities will be determined by the group

Workforce Action Group Purpose of the group is to:- To build, strengthen and develop strategic links between key stakeholders, to ensure that all staff (paid and unpaid) involved in sport and physical activity have the relevant skills, the ability and confidence to carry out their role effectively within Merseyside. Priorities –Develop resources to build and sustain capacity within the sports sector for :- Coaches Volunteers Development officers / coordinators Membership of the group is:- –MSP Board Member as “Functional Champion” - Vacant –MSP Core Team – Development Manger - Andrew Wileman –Expert individuals recruited from (donated by) partner organisations with the relevant skills, experience, commitment and time availability or other Board Members such as:- Other relevant Board Members National skills academy National Governing Body of sport Voluntary sector – Vicky Keeley Frequency of meetings and specific priorities will be determined by the group

Physical Activity Action Group Purpose of the group is to:- “Strengthen the infrastructure for the local delivery of Physical Activity along side Sport” Priorities –Support strategic planning and the delivery of the Regional and National Physical Activity Plans –Support the adoption of social marketing tools and methods in the promotion of Physical Activity –Influence local structures and partners to contribute to the reduction in health inequalities –Support and enable local delivery of Regional and National programmes and campaigns –Develop and pool resources to increase Physical Activity opportunities in Merseyside Membership of the group is:- –MSP Board Member as “Functional Champion” - Sue Drew –MSP Core Team – Development Manger - Julie Leasor –Expert individuals recruited from (donated by) partner organisations with the relevant skills, experience, commitment and time availability or other Board Members such as:- Other Board Members – Stephen Tiffany, Dave Southern SPAA chairs Physical activity/Obesity leads (PCT/LA) CHAMPS Frequency of meetings and specific priorities will be determined by the group

2012 Legacy Action Group Purpose of the group is to:- positively lead the partners within Merseyside to drive economic, sporting and social benefit to provide its population with every opportunity to engage with the Games and its legacy. Priorities:- –Secure and engage high level buy in from Leaders, Chief Executives and strategic partners –Produce an advocacy document / framework outlining high level priorities for Team Merseyside – 2012 –Identify and secure resources and additional capacity for Team Merseyside –To promote high profile visits starting with Seb Coe with leaders and key strategic partners –Capitalise and secure Olympic and Paralympics Teams in identified training camps and become a world leading county for Paralympics athletes Membership of the group is:- –MSP Board Member as “Functional Champion” - Robert Lyall or deputy –MSP Core Team – Director: Jean Stephens –Expert individuals recruited from (donated by) partner organisations with the relevant skills, experience, commitment and time availability or other Board Members such as:- 6 Local Authority Heads of Services / Chief Leisure Officers Training camp facilities – LJMU, Liverpool University, Greenbank Sports Academy, NWDA 2012 Frequency of meetings and specific priorities will be determined by the group
