Veto Meaning -- to reject The Congress (legislative branch) can make laws, but the President may veto any act of Congress. Congress, in turn, can override a presidential veto by a two-thirds vote in each house.

Judicial Review Power of the courts to determine whether the actions of government are in accordance with the Constitution. Specifically, it is the power of a court to determine the constitutionality of a governmental action.

Unconstitutional To declare and action illegal, null, and void, of no force and effect – a governmental action found to violate some provision in the Constitution.

Amendment Change the written words of the Constitution. (Article V)

Warm Up What is an Amendment? What is the Executive Branch? What is the Legislative Branch? What is the Judicial Branch?

Formal Amendment Method to change or add to the written language of the Constitution. The changes or additions become part of the Constitution.

First Method An amendment proposed by two- thirds vote in each house of Congress and then ratified by three-fourths of the State legislatures. (Twenty-six of the 27 amendments were adopted in this manner.)

Second Method An amendment proposed by Congress and then ratified by specially-called conventions in three-fourths of the States. Only the 21st Amendment was adopted in the way (1933).

Third Method An amendment proposed by a national convention, called by Congress at the request of two-thirds of the State legislatures (34 of the 50 today).

Bill of Rights First ten amendments to the Constitution. (1791) These amendments set out guarantees of freedom of belief and expression, of freedom and security of the person, and of fair and equal treatment before the law. Bill of Rights
