STAAR Time Limits Policy and Procedures page 11 - Start and stop times Must be recorded on seating chart All responses must be recorded before the end of the four-hour time period Once time has ended students must be directed to put down their pencils and close their test booklet, or exit their online test - Test administrator “SAY” directions Not included in 4 hour window

What Accommodations are Available?

What are Type 1 Accommodations? 1 For students with a specific need One eligibility criterion: Student must routinely, independently (when applicable), and effectively use the accommodation during classroom instruction and testing

What does Routinely, Independently, and Effectively mean? Routinely Used often enough that student is familiar and comfortable using accommodation on a statewide assessment Not necessarily used every day Independently Only applicable to some accommodations (e.g., applies to use of a calculator but not to an oral administration) Effectively Accommodation meets student needs as evidenced by scores and observations with or without accommodation use

What are Type 2 Accommodations? 2 Two or more eligibility criteria, including: Student must routinely, independently (when applicable), and effectively use the accommodation during classroom instruction and testing Additional criteria based on specific student needs

What are Type 3 Accommodations? 3 For a very small number of students Student must meet all eligibility criteria listed Appropriate team of people at campus level determines eligibility for listed accommodations or “other” accommodations not listed in the triangle AND submits an ARF to TEA

Each person participating in the state assessment program is required to maintain and preserve the security and confidentiality of all test material and student data, and must also handle this information in strict accordance with the instructions contained in this manual. Test Security

Accurately complete documents used to account for secure materials: Materials Control Form (checking in and out materials) Completing seating charts Placing test books and answer documents in secure storage when not in use Collecting and returning any scratch paper, graph paper, or reference materials (campus testing coordinator will destroy) Ensuring when testing has concluded that all secure materials have been accounted for and returned to the campus coordinator

Involves protecting the contents of all test booklets, online assessments, and completed answer documents Confidentiality

Before handling secure testing materials must attend training and sign security oath Those administering online assessments must read and accept a statement of confidentiality. Tests must be administered in strict accordance with instructions in test administration materials. No person may view, reveal, or discuss contents of a test booklet before, during, or after a test administration

Confidentiality No person can duplicate, print, record, write notes about, or capture by any means any portion of the test. No individuals, other than students, can perform calculations, solve, or respond to test questions. T.A. performing oral administrations must be aware they are viewing secure content and responding to test items, recording information, or discussing the content is strictly prohibited (additional statement on oath) No person may review or discuss student responses during or after test administration

Placement of restrictions on the issuance, renewal, or holding of a Texas educator certificate, either indefinitely or for a set term. Issuance of an inscribed or non-inscribed reprimand Suspension of a Texas educator certificate for a set term Penalties for Prohibited Conduct

Revocation or cancelation of a Texas educator certificate without opportunity for reapplication for a set term or permanently Release or disclosure of confidential test content could result in criminal prosecution Invalidation of students’ assessments

All personnel who participate in state-mandated testing or handle secure test materials must meet eligibility requirements, be trained, and sign an oath. Security Oaths and Confidentiality Statements

Actively Monitoring Periodically remind students to record their answer choices on answer document. “Remember that you must record your responses on the answer document.” Encourage students to stay on task Only students are allowed to erase or darken marks on their answer document and only during the scheduled test session.“Be sure to erase any stray marks that you may accidentally made on your answer document.”

Monitor Testing Reinforcing, reviewing for, and/or distributing test strategies during an assessment is strictly prohibited. Students must remain seated during the testing except when they are acquiring or returning authorized reference materials.. Students are not allowed to talk to one another while testing is in progress. Students are not allowed to return to a subject-area test administered on a previous day.

Monitor Testing Communicate (orally or written) the amount of time left in one-hour intervals, shorter intervals during the last hour. Students will NOT be allowed to record answers on their answer document after the time limit has ended. Monitor accommodations for extra time Large-print accommodations 4 hours to take the test Accommodations available BEFORE test begins

Monitor Testing Unusable or defective test materials Contact CTC Answering students’ questions “I can’t answer that for you; just do the best you can.” Do NOT translate into another language Do NOT rephrase or add information to questions or prompt Do NOT view or discuss test questions before, during, or after testing Do NOT score test questions or discuss with students how they did Collect test materials “You have not recorded your responses on the answer document. Please go back and mark your answers on it now.” Quickly scan answer documents to verify responses have been marked May NOT look or comment Only responses on the answer document can be scored

Collect Test Materials After testing and materials have been collected, students may sit quietly or read a book. Before a student leaves the room, the TA must review the completed answer document to be sure the student has recorded answers as instructed. If not, and time remains in the 4 hour time period, “You have not recorded all of your responses on the answer document. Please go back and mark your answers on it now.”
