Soldier Systems TRM Next Steps LCol M.A. Bodner Director S&T Land (DSTL-2) SSTRM ESC Co-Chair September 22 nd, 2010

Development Phase Objectives and Outcomes Objectives To develop a comprehensive technology roadmap that will support the Canadian Forces soldier modernization effort Converge on an overall vision for the soldier systems (5 capability areas) Identify R&D focus areas that will contribute in creating potential solutions to future DND needs Begin a dialogue among stakeholders, leading to the development of the technologies that will have been identified Outcomes Capstone Report and Action Plan for the implementation/exploitation phase

FY 07/08 08/09 09/10 10/11 11/12 12/13 13/14 14/15 15/16 … Overall TRM Phases Development Vision Workshops (7) Themes/Focus Areas Gaps/Challenges Tech Watch Action Plan Capstone Report Implementation/ Exploitation Phase (S&T Development) Definition Governance Collaboration tool

Implementation/Exploitation Phase Objectives To foster the development of key novel technologies identified during the development phase and captured in the capstone report which could address the identified capability gaps. To help position industry/research organizations (governmental and others) through better focused innovation and R&D to respond to future Canadian Forces needs. Planned for April 2011

Approach Leveraging existing funding programs to support R&D projects Leverage other related TRM efforts (e.g. Textile, Wireless, fuel cells, …) Governance Interdepartmental project arrangement Implementation Steering Committee (ISC - Gov. members & industry associations) Proposed project management team - Soldier Systems Technology Hub

Soldier Systems TRM Implementation Project Stakeholders DRDC (S&T leadership) Subject matter experts Technology watch Focused R&D Technology transition DRDC (S&T leadership) Subject matter experts Technology watch Focused R&D Technology transition Tech Hub R&D 1 R&D 2 R&D 3 R&D 4 R&D n Other Departments (NRC, DFAIT, PWGSC) Facilitator Industry Canada INDUSTRY Academia & International Partners DRDC (S&T leadership) Hub Same as for the Development Phase Army

Using the Capstone Report and Action Plan to Guide the Functions of the Proposed Soldier Systems Technology Hub 1.Technology Planning: foster ongoing, joint technology planning (helping stakeholders prioritize R&D) 2.Standards Development: DND to bring certainty to future requirements 3.Clearinghouse (matchmaking): hub to create a clearinghouse of ideas, capabilities, funding sources to facilitate collaboration (virtual and face-to-face) 4.Possible Sponsorship: by DND of individual, relevant projects that are in line with the Capstone Report and Action Plan 5.Improved Alignment: Soldier Systems S&T Enterprise activities, including shaping of DRDC Call for Proposals 6.Evergreen TRM through tech Watch (ICee) 7.Organize Annual Workshop to keep momentum and maintain networking opportunities

Potential Funding Programs Mainly unsolicited Non-exhaustive And many provincial programs

POWER/ ENENERGY CAPABILITY STORAGE Batteries 2015: 10% higher energy density 2020: 30% higher energy density Lithium-ion R&D 1 Firm A THEME CHALLENGES PRIORITY TECHNOLOGIES Zinc Air Nuclear Batteries Path to Technology Exploitation R&D 2 Firms B&C R&D n Research Orgs. Integrator X Integrator Y TRM Development Technology Planning Standards/Challenges Clearinghouse Endorsement/Sponsorship S&T Enterprise, DRDC R&D Evergreen tech priorities Application Example: Batteries Storage Battery Acquisition Process One measure of success

TRMs: In Coherence with DRDC’s Four Interrelated Roles Better knowledge of client needs Greater awareness of various technology options Better industry positioning and preparedness Increased networking and collaboration opportunities (large and small companies/research organizations, defence and non-defence, national and international) Innovative Web database and collaboration tool (ICee) Technology Workshops Matchmaking (technology, partners,...) All information available to all Technology trends/forecast, e.g. “Technology Knowledge Hub” (ICee) Roadmapping Software Greater understanding by all of future capability requirements, potential solutions, technology options, potential synergies and technology readiness levels Increased synergy/convergence between CF, ADM (Mat), ADM (S&T) Increased access to wider pool of experts (Academia, research organizations, industry) Industry Canada (trusted partner) for interface with industry Integral advisor

Measures of Success Short Term Goals R&D starts Better focused Better synchronized Better knowledge from companies of S&T funds from provincial and federal organizations Successful launched collaborations Long Term Goal SSTRM idea generation through products used by soldiers on operation (10 years) Better positioning of industry’s products for future procurement

Capstone Report & Action Plan Development Phase Activities /11 09/10 Human/Systems Integration (Gatineau, Sept 21-22, 2010) Launch Oct. 09 Web Collaboration Tool (ICee): Technologies & Capability database PPE (Ottawa) C4I/Sensors (Montréal) Weapons Effects (Toronto) Power/Energy (Vancouver) Visioning (Gatineau) Kick-off (Ottawa) TRM Consolidation Workshop Close up Event
