Climate Induced Migrants: Need of New UN Protocol

Climate Forced Migrants: In Need of New UN Protocol Why we do use the term “Climate Forced Migrants “ Refugee has implication from 1951 Geneva Convention Displaced people out of political repression In view of the convention UN has to take care of So the terminology should not be interpreted for other notion, which may jeopardized understanding on Refugee Most of the campaigners being using it, reference Cochabamba April 2010, people charter.

How many people will be Climate Forced Migrants Reference: Stern Review (2006) and Christian Aid report (2007) 200 to 250 millions by the year in every 45 people in world wide Bangladesh alone, 30 millions, 3 in every 5 people Climate Forced Migrants: In Need of New UN Protocol

How many people will be Climate Forced Migrants Reference: Stern Review (2006) and Christian Aid report (2007) Maldives: 0.3 millions (total population) Vietnam: 10 millions Mediterranean, Egypt: 10 millions Guyana: 0.6 millions (80 % of the population) Due to climate induced problems in low laying land / countries, especially related to sea level rise, loss of land in coastal areas, increase level of salinity, drinking water crisis, extreme weather related problems, desertification, etc. Climate Forced Migrants: In Need of New UN Protocol

Whose cause and who suffer These are the population of least developing and developing countries who are least responsible for carbon emission While developed countries are responsible for higher level of emission and still. So they have to take responsibility in view of polluter pay principle. Uneven abuse of Global Public Goods, where all human being have equal share. Climate Forced Migrants: In Need of New UN Protocol

Whose cause and who suffer Developed countries have to accept historical responsibility and the reparation of climate debt. According to the different UN covenants and 1945 UNHRD, all human being has the right to life, livelihood, shelter and all other economic and social rights. Climate Forced Migrants: In Need of New UN Protocol

Climate Forced Migrants: In Need of New UN Protocol Are least developed countries, able to coop with this problem? Can they be able to accommodate all those climate forced migrants? e.g., In Bangladesh, per square km, population density 1100, which is four time higher in the region, compare to India In Dhaka, the capital city of Bangladesh, per square km 27,500, per day entry almost 2000, one of the densely populated city in the world. 35 % of the populations are the slum dwellers, mostly from the coastal area.

Climate Forced Migrants: In Need of New UN Protocol Why they don’t be given right to move freely as a natural person (reference, mode 4 WTO discourse) if capital move why not the free movement of natural person. Climate forced migrants should bestow a different status and a different term should be given a different status “Universal Natural Person” with all social, cultural and economic rights. Wherever they go they must be given equal rights as like as other citizen of the country. Especially the developed countries must take responsibility to relocate them.

Climate Forced Migrants: In Need of New UN Protocol Campaigns Around 100 organizations from Asia, Africa, Europe, America, Latin America signed a petition to global leaders, still signing is going on and will continue We have had same events in CoP 15 Copenhagen, Klimaforum It was in the draft summit declaration during September 2009 at UN on Economic Crisis.

Climate Forced Migrants: In Need of New UN Protocol Latest progress in the UNFCCC negotiation Draft proposal from G 77 + China, in 6 g (till 3 rd December 2010) “Measures to enhance understanding, coordination and cooperation with regard to climate changed induced displacement, migration and planned relocation, where appropriate, at national, regional and international level” Negotiation text August 2010, section B 4 f “Measures to enhance understanding, coordination, and cooperation related to national, regional and international climate change induced displacement, migration and planned relocation, where appropriate”
