Overview Presentation to the Council of Ontario Medical Officers of Health

Drinking Water Information System Purpose 2. MOHLTC & COMOH linkage. 3. Future collaboration between MOE and MOHLTC & COMOH. 1. Provide an overview of the Drinking Water Information System (DWIS).

Drinking Water Information System Ontario Regulation 459/00 1. Timely submission of Quarterly Reports 2. Submission of analytical test results based on prescribed sampling 3. Timely reporting of Adverse Water Quality Incidents immediate verbal; written notification within 24 hours 4. Assurance of adequate treatment Waterworks Owners to ensure:

Drinking Water Information System Ontario Regulation 505/01 1. Timely submission of Annual Reports 2. Submission of analytical test results based on prescribed sampling 3. Timely reporting of Adverse Water Quality Incidents immediate verbal; written notification within 24 hours 4. Assurance of adequate treatment Waterworks Owners to ensure:

Drinking Water Information System Justice O’Connor Report 1. Source Protection 2. Standards 3. Treatment 4. Distribution 5. Monitoring 6. Laboratories 7. Role of Governments 8. Quality Mgmt & Training 9. Small Systems & First Nations 93 Recommendations covering: 17 recommendations 12 recommendations 4 recommendations 2 recommendations 5 recommendations 3 recommendations 23 recommendations 14 recommendations 13 recommendations

Drinking Water Information System Business System Status Monitoring of compliance to both regulations: O. R. 459/00 currently functional O. R. 505/01 functional by 28 Feb 03 System database is loaded with current facility profiles including: Administrative information Contact information Operations information Having profile information, system monitors for expectations: receipt of Quarterly Report (Annual Report 505/01) notification of Adverse Water Quality Incidents (AWQI) receipt of prescribed Test Results (matching of AWQI)

Drinking Water Information System Water Works Registration Module (WWRM) was used to populate Waterworks Profile Data WWRM DWIS

Water Works Registration Module Moves to Admin Functions With all known Water Works now in the system, the Water Works Registration Module is no longer required. Water Works Registration Module function is now handled by the Administrative Functions. Therefore, Drinking Water Information System application is housed all under the same “roof”. System Context Drinking Water Information System

Contains all the relevant information that defines a Waterworks for the purpose of its compliance to O. R. 459/00 or 505/01. Waterworks Profile Module Profile becomes the definitive repository of Waterworks information for the Ministry of the Environment. Drinking Water Information System

Water Works Profile Module MOE can monitor all aspects of how the Water Works must comply to O. R. 459/00 & 505/01 WWRM assures that: contact info is right sampling schedule is right sampling point names are right sampling point types are right (i.e.: raw, treated, distribution) Information gathered includes identity of: Owner Operator Water Works administrative details Contact person details Certificates of Approval & Permits to Take Water Consumer community(ies) Water sources Treated points of entry Treatment processes for each water source and point of entry Sampling and Analysis Requirements Waterworks Profile Module Drinking Water Information System InputOutput

Provides Waterworks and the laboratory, as applicable, with the capability to submit notification of an Adverse Incident on-line. Adverse Water Quality Incident System monitors submissions of notifications of Adverse Incidents for compliance to expectations. Drinking Water Information System

Context of an Adverse Water Quality Incident (AWQI)

Provides 459 Water Works with capability to submit its Quarterly Report on-line. Quarterly Report System monitors Quarterly Report submissions for compliance to expectations. Drinking Water Information System

Quarterly Report (QR) Compliance Aspects: Did Quarterly Report arrive on time? Yes or No If Yes, close item If No, take follow up steps MOE establishes the expectation of receipt of Quarterly Report Water Works submits on-line Quarterly Report Module Drinking Water Information System InputOutput

This module links each lab to its accredited parameter(s) and then associates each lab to a Waterworks which has notified MOE of its intention to use that lab for analyzing its samples for that parameter(s). Drinking Water Web Site (DWWS) This module supports the Ministry in monitoring that at least the minimum number of samples have been submitted for analysis. Drinking Water Information System

Records which Labs the Water works is using for the analysis of which parameters. Allows Labs to electronically upload Test Results. System monitors the expectation of receipt of the Test Results. Presentation Summary Drinking Water Information System DWIS is designed to monitor compliance in regard to: Quarterly or Annual Reports submission of analytical data of drinking water samples reporting of Adverse Water Quality Incidents DWIS information can provide currency of information that is crucial to the Local Medical Officer of Health

Linkages Drinking Water Information System 1. Information pertaining to groundwater sources (wells): private testing 3. Identify specific expectations Justice O’Connor has regarding MOHLTC (& COMOH) 2. Boil Water Advisories as they pertain to Adverse Water Quality Incidents
