What is GIS? Geographical Information Systems (GIS) is a computerized method of representing, predicting, mapping, and analyzing things that exist and events that happen on earth. These systems allow users to query and perform statistical analysis on underlying data. The key benefit to GIS is that it allows the user to “visualize” the results by looking at a graphical representation via maps or charts. The range of uses is widespread. From managing land use, utilities, addressing, parcels, street lines, zoning, facility location, customer location/profiling, forecasting, etc. GIS is a tool to help the user solve problems that have a geographic aspect. Just about anything we do fits this category.

CAW-GIS Mission Our mission is to develop, maintain, and provide access to accurate, complete, and usable water distribution and related information to allow management and customers and crews to make informed decisions

Study shows workers spends 43% of their time looking for documents and just 10% reading them. CAW’s document management system linked to GIS and laptop solution for field workers improved this situation dramatically. Productivity has jumped two times with access to maps on laptops in crews vehicles, with an estimated saving of 60% of their time using GIS. HOW DOES GIS HELP…

GIS helps with: (Jeffrey Wood Northwest Arkansas Business Journal - 10/11/04) State and federal sex offender registrations — Fort Smith police said the technology could cut their cost of notification from $200 per person in a neighborhood to about $40. Savings on initial engineering studies — estimates show developers could save up to $20,000 per job site in time and money to locate such things as underground utilities or flood plains. Fire insurance rate classifications — Fort Smith was about to be downgraded to a class IV city, but GIS mapping of things such as fire hydrants proved the city met class II qualifications, saving every property owner and business in the city insurance costs. Delivery services — United Parcel Service, FedEx Corp., DHL Inc., Sears Co., Home Depot Inc., et al., use onboard GIS technology and being on the GS map will help ensure timely deliveries. Information about city zoning and services — Everything from level of commercial zoning to school bus stops and voting sites are available.

ArcMap is becoming more and more of an asset to the distribution department. It’s multifunctional use enables Distribution personnel to travel throughout our system with the utmost of knowledge at our fingertips. With our laptop computers, we can open up ArcMap from the field and find a variety of information concerning our system. From simple tasks such as finding valve measurements… to more complex tasks such as finding latitude and longitude information for Arkansas One-Call. ArcMap coupled with our MUPS software enables us to look at each individual segment of pipe, valves, hydrants and appurtenances to see any previous maintenance that has been performed. For our dispatchers it has enabled them to look up emergency shutdowns in order that they may detach a map, send it via to notify management and other departments, and enables them to better communicate with our customers the area of the shutdown. ArcMap has taken the place of numerous paper valve record books, thus limiting the time it takes to make emergency shutdowns and the confusion of trying to find the correct valve record book. In 2002 the PAgis Board Of Directors and Central Arkansas Water approved a recommendation that Central Arkansas Water assumed managerial responsibility of PAgis. PAgis Board of directors also approved a annual payment to CAW of $60, for this purpose.

Benefit to doing this: CAW has a fully functional GIS section. CAW GIS staff and PAgis staff operates as separate GIS Sections. CAW is a regional organization. PAgis is also regional in the data it maintains. PAgis staff does not work on any CAW layers, which is not for use by the member agencies. CAW staff, will only assist PAgis staff when required, in support for PAgis wide activities.

Administration of PAgis is, revenue neutral to CAW. The COO (Chief Operating Officer) is a member of the PAgis Board of Directors. CAW GIS Manager conducts managerial responsibility of the daily operations of the PAgis Staff. The restructuring has resulted in savings for all member agencies. Resources and sharing of resources are utilized more effectively.
