Barents Expert Group No.RN01 5 Selection Criteria  General agreement within RN01 that the preferred goal should be to seek to issue as much material as possible as ISO standards  This will facilitate the results to be recognised and used locally in arctic regions on a worldwide basis.  The working groups have differing: - scopes, - target groups - and technical maturity level for their tasks,  Recommendations on format of deliverables have thus been given individually for each group

Barents Expert Group No.RN01 6 How to propose an ISO Standard  Major challenge to achieve international consensus  Includes long ballot periods to assure time for all relevant parties to review and provide comments on the draft documents presented.  Typically the process can be described as follows: - 1. New work item proposal (NWIP) (by Norway/Russia) - 2. NWIP Ballot in ISO TC67 (3 months) by its 29 national P-members - 3. Development of draft ISO IS by ISO work group (6-12 months) - 4. Draft IS ballot (3 months) - 5. Review comments and agree final draft/document - 6. Final draft IS ballot (2 months) - 7. ISO to publish (3 months)  Timeline for the process: months.  Development of an ISO Amd, TR and TS typically: months.  Development of IWA, PAS typically 6-15 months

Submitting of a proposal to the Secretariat of TC - 2. Development of the first draft national standard (3-6 month) - 3. Review of first draft and public discussion (2-5 month) - 4. Development of the final draft national standard (3-6 month) - 5. Approval of the final draft by TC/SC (2 month) - 6. Editing and publishing (2 month)  Timeline for the process: months.  Development of an R (Recommendation): month as well

Barents Expert Group No.RN01 88 How to propose an STO GAZPROM  Major challenge to achieve consensus on subject matter.  Typically the process can be described as follows: - 1. Submitting of a proposal to the Perspective standards development plan - 2. Development of the first draft standard (3-6 month) - 3. Review of first draft and public discussion (1-2 month) - 4. Development of the final draft national standard (3-6 month) - 5. Approval and registration of the final draft (1 month) - 6. Editing and publishing (1 month)  Timeline for the process: 9-16 months.  Development of an R Gazprom (Recommendation): 9-12 month

Barents Expert Group No.RN01 9 How to propose and issue a DNV Guideline/RP  DNV Guidelines are published as “Recommended Practices”.  The stages of development are: 1.Propose new publication to DNV “Rules and Standards Secretariat” 2.Acceptance by DNV Rules and Standards Secretariat and relevant Service Line Director 3.Develop draft text for hearing 4.Submit draft for hearing to Rules Secretariate 5.Internal and external hearing 6.Comment review and approval by DNV Design Review Board 7.Publication.  Duration typically 3 months from finished draft document - “Fast track” publishing under special circumstances

Barents Expert Group No.RN01 10 How to propose and issue an OGP Report (Guideline, RP, etc.). 1.Typically one or more members of the OGP standing committees made up of OGP member representatives proposes document 2.The committee needs to agree for the need for this document and approve the start of the process, with a minimum of three members from different companies agreeing to draft the report. 3.This Responsible Committee arranges for the development, review within OGP membership and approval of the report in co-operation and agreement with OGP secretariat. 4.Normally, a minimum of four working weeks shall be allowed for the Responsible Committee’s review of the draft document. 5.For some documents (position papers) the OGP Management committee approval is required. 6.An OGP report can be developed and published in a very short time if need be as no outside bodies need to be consulted, but normally it may take 6-12 months.

Barents Expert Group No.RN01 11 Format of Deliverables  Format for deliverables to be structured and edited as far as reasonably practical in conformance with - ISO/IEC Directives, Part 2, “Rules for the structure and drafting of International Standards”  This applies irrespective of type document produced  This will assure - best possible harmonisation of language and formats with the numerous international standards referenced in the B2020 project

Barents Expert Group No.RN01 12 RN02: Ice Loads - Recommended Format Barents 2020 phase 4 deliverable  Document specifying an annex to ISO on Ice Loads  Document to be proposed to the Russian and Norwegian standards developing organisations (SDO) as a national annex (supplement) to the assumed Russian and Norwegian adoption of ISO (or EN ISO 19906) - Russia: National annex to GOST R ISO Norway: National annex to NS-EN-ISO  Alternatively, document proposed for a harmonised new separate GOST R and NS standard - to leave the adoption of ISO as a clean document Following B2020 phase 4 ( )  Input to ISO amendment or revision process  Alternatively, a new ISO standard within the area of arctic operations

Barents Expert Group No.RN01 14 RN04: Evacuation and Rescue - Recommended Format Barents 2020 phase 4 deliverable  Document specifying an annex to ISO on EER  Document to be proposed to the Russian and Norwegian standards developing organisations (SDO) as a national annex (supplement) to the assumed Russian and Norwegian adoption of ISO (or EN ISO 19906) - Russia: National annex to GOST R ISO Norway: National annex to NS-EN-ISO  Alternatively, document proposed for a harmonised new separate GOST R and NS standard - to leave the adoption of ISO as a clean document  Functional specifications to be issued as Barents 2020 technical reports - Depending on the maturity of the outcome, they may be considered for issue as DNV RP. Following B2020 phase 4 ( )  Input to ISO amendment or revision process  Alternatively, a new ISO standard within the area of arctic operations

Barents Expert Group No.RN01 21 Creating Awareness - ISO/TC67/SC7 Relations  Most of the deliverables of Barents 2020 are related to ISO/TC67/SC7 standardization activities  ISO which is the major standard for E&P in arctic regions was developed under responsibility of SC7  WG8 of SC7 finished its job with ISO and now is in a “stand-by” mode but could be reengaged to start working with Barents 2020 deliverables  SC7 has lack of information about Barents 2020 activities  There is an urgent need to inform SC7 about current project status and to aware them about future plans and deliverables including AHG “Arctic operation” activities  Best way to do that is to make a presentation at closest SC7 plenary meeting in January 2011  Management of SC7 welcomes RN01 experts to attend the plenary meeting to establish close connections among ISO and Barents 2020 project 21
