I Introduction to Shanghai MHEWS

Introduction to Shanghai Dense population: 18millon Rapid economic development aiming to be the economic, financial, trade, and transportation center of China. May 1 to Oct 31, 2010) EXPO 2010 Shanghai China (May 1 to Oct 31, 2010)  Theme: Better City, Better Life  To attract 200 official participants and 70 million visitors Threat of Multi-Hazard to Shanghai frequently affected by natural hazards such as typhoon, heavy rain, lightning, fog, haze, heat-wave, and storm surge. Shanghai is a mega-city situated on the shores of the East China Sea and the Yangtze River Mouth:

II Progress of Shanghai MHEWS

1. Establishment of powerful organizations The Shanghai Emergency Response / Mitigation Committee was established on March 5, It consists of 50 members from various government agencies and departments related to the issues of flooding, severe weather, fire, traffic accidents, chemical accidents, nuclear power accidents, public health, earthquakes, and marine emergencies. SMB is one member of the Emergency Response / Mitigation Committee.

Multi-Hazard early warning framework At SMB

Multi-phase Response Framework to Multi-hazard Monitoring Prediction Warning Preparedness Mitigation RescueAssistance Multi-Hazard early Warning System On October 26, 2006, the 12th Session of the Standing Committee of Shanghai People’s Congress passed “the Measures taken to practice the Meteorological Law of the People’s Republic of China in Shanghai” at the 31st meeting, which makes clear that the obligations and responsibilities of the SMB in natural disaster emergency response and prevention. Multi-Hazard early warning framework

Establishment of multi-agency cooperation and collaboration mechanism water affairs, transportation, environment protection, public health, food safety, etc Establishing Jointly Developed and Issued Warning Products Mechanism ---meteorological disaster warning signals issued by SMB ---flooding/typhoon warning signals issued by water affairs 2. Procedures and Emergency Response Readiness (EmRR)

a) Emergency Response Center 3. Rapid and Efficient Emergency Response Facility

b) Grid Management Strategy 3. Rapid and Efficient Emergency Response Facility Integrated Information based on GIS in Early Warning System, 317 Supervisors at 111 duty areas with 2,700 Basic Grid Units EWS Interacts with Supervisor

 In Shanghai, residential communities actively take part in disaster mitigation exercises every year. people-centered, target audiences, i.e., disadvantaged people. Supported by multi-agency backup from SMB, residential communities, Civil Affairs Bureau, etc. c) Community Participation 3. Rapid and Efficient Emergency Response Facility Residential Community Response Rehearsal

4. Establishment of dissemination system  Seamless and all-reaching information dissemination scheme Multi-approach Multi-approach TV : 3 TV news channels Radio : four broadcast frequencies : AM 990, AM 792, FM 97.6, FM Mobile Phone : 400,000 users Hotline : 12121, , (English) Electronic Display Board : 14,000 MMTV : in taxi, bus, Metro… Newspaper, Internet, Building TV All-reaching: public locations, factories, enterprises, schools, hospitals, villages, etc. All-reaching: public locations, factories, enterprises, schools, hospitals, villages, etc. Identifying SMB’s Distribution Platform as the Shanghai City’s Multi-hazrds Emergency Information Distribution Platform.

 “Shanghai Multi-hazard Early Warning systems Project” (Shanghai Municipal Government / China Meteorological Administration)  Shanghai Emergency Response Demonstration Project (China Government)  “Monitoring & Prediction Theory and Method of Flood-causing Rainstorms in South-China” (MOST of China)  “Research on Atmospheric Aerosol and its Climate Impact in China” (MOST of China)  “Research on Dynamic Warning Technology of Severe Convective Weathers in the Expo 2010” (MOST of China and Shanghai Municipal Government)  “Research on Micro-scale Environmental & Meteorological Observation Technology and Integrated Weather Service” (MOST of China and Shanghai Municipal Government) 5. Local Supporting Projects

III Future Activities (Requiring Supports from WMO)

Technology Development and System Integration Technology Development and System Integration Mechanism Mechanism Evaluation and Training Evaluation and Training Focus on:

Requiring Supports from WMO  Assisting SMB to Establish Cooperative Relationship with Other Agencies, e.g. Chinese Red Cross  Establishing Several Supporting Action Plans Focusing on Advanced Techniques and Systems Acquisition and Development, e.g. Storm Surge, Epidemic Diseases, Nowcasting, Mesoscale Ensemble NWP  Conducting subprojects to provide the technical support –Subproject on Severe Weather Early Warning System (CAS, WWRP /AREP) –Subproject on Early Detection and Warning System for Tropical Cyclones and Marine-associated Hazards (JCOMM, MMOP/AMP) –Subproject on Air Pollution Early Warning Subsystem ( GURME/GAW/AREP) –Subproject on service for Shanghai MHEWS ( PWSP/AMP)

 Guidance on Documenting of Shanghai City’s Experiences of Disaster Risk Reduction.  Study Tours, Training Curricula and Workshops. ─Organize a study visit to WMO and some countries which have experiences in EWS. --Early ─Organizing training curriculum for Shanghai government agencies, CMA, and SMB about the management and technology of EWS -- Middle of ─Workshop on marine-associated hazard EWS, e.g. Storm Surge -- early 2008 ─Shanghai GURME SSC meeting -- middle 2008 ─Workshop on typhoon prediction -- late 2008 ─Workshop on nowcasting ─The 3rd MHEWS Symposium ─Training workshop and/or the 2nd JCOMM Symposium on Storm Surges Requiring Supports from WMO
