LSST Camera Safety Goals Purpose Prevention of unwanted events Integrate safety into LSST Camera Project from cradle to grave Objective No recordable injuries (TRCs and DARTs) No environmentally significant releases Protection of equipment “Prevention of unwanted events” sounds like a difficult task, but our safety approach has worked very well with other projects. Safety Roles and Responsibilities Camera Project Manager Overall project authority: project planning and scope; performance, and quality objectives on schedule within the approved budget; ES&H procedure compliance, and for coordinating project activities; staffing plans and actions. Safety Officer Reports to CPM; influences design for human and hardware safety minimizing the overall hazard level of the camera design and operations Systems Integration Manager Provides technical leadership; directs subsystem development teams through requirement development and tracking; assures subsystems are compatible; oversees, from the Camera side, all aspects of camera-telescope and camera-data management interfaces, as well as flow-down of LSST system-level requirements. Safety Roles and Responsibilities Subsystems Managers Camera Subsystem Managers or their designee are responsible for integrating the safety and quality assurance programs into their subsystem; (supported by the QA Manager, Camera Safety Officer and Systems Integration Manager, but are ultimately responsible for their subsystem Institutional Safety Officers Support institutional line management to ensure that the institutional plans and processes are implemented on Camera work at that institution. The Institutional Safety Officer may report directly to the line management responsible for Camera work at the institution or to higher-level ES&H officials, depending on the organization’s management structure. They are also responsible to work with the Camera SE to ensure that local processes meet camera requirements, as well as with institutional subject matter experts, building and area managers, and other personnel that support or oversee Camera work at the institution. System Safety Engineering SYSTEM SAFETY - The application of engineering and management principles, criteria, and techniques to achieve mishap risk as low as reasonably practicable (to an acceptable level) within the constraints of operational effectiveness, suitability, time, and cost MISHAP RISK- A measure of the expected loss from a given hazard or group of hazards. LSST Safety Council Camera Review • Bremerton, WA • 2015 Review Process Camera Safety Officer formally assessed subsystems at Camera design reviews reviews, viz.: Cryostat FDR, Corner- and Science-Raft Pre-CD-2, Auxiliary Electronics Pre-CD-2, DAQ and CCR FDR, Filter Exchange System FDR, Filter FDR, I&T PDR. Subject matter experts are engaged for assessment of mitigations for special hazards.
