Transportation Performance Management U.S Department of Transportation Federal Highway Administration Federal Transit Administration Strategic Highway Safety Plans  SHSP is a major part of the core Highway Safety Improvement Program  SHSP is a statewide-coordinated safety plan that provides a comprehensive framework for reducing highway fatalities and serious injuries on all public roads  SHSP strategically establishes statewide goals, objectives, and key emphasis areas developed in consultation with Federal, State, local, and private sector safety stakeholders 9

Transportation Performance Management U.S Department of Transportation Federal Highway Administration Federal Transit Administration Asset Management Plan - Highway  Risk‐based asset management plan  States encouraged to include all infrastructure assets within the right‐of‐way  Plan Contents – pavement and bridge inventory and conditions on the NHS, – objectives and measures, – performance gap identification, – lifecycle cost and risk management analysis, – a financial plan, and – investment strategies 10

Transportation Performance Management U.S Department of Transportation Federal Highway Administration Federal Transit Administration Congestion Management Process  The CMP is intended to serve as an integrated element of the planning process  The CMP can be an important source of information, particularly for project selection, in both the long-range plan and the Transportation Improvement Program 11

Transportation Performance Management U.S Department of Transportation Federal Highway Administration Federal Transit Administration Federal-aid Program-Target Setting  States set targets that reflect the performance measures within 1 year of the establishment of these measures.  MPOs establish targets that address the performance measures, where appropriate, within 180 days of the date the State sets their target  Highway Safety Plans – States include quantifiable annual performance targets for each performance measure in their Highway Safety Plan.  States and MPOs need to coordinate, to the maximum extent practical, to ensure consistency in the target. 12

Transportation Performance Management U.S Department of Transportation Federal Highway Administration Federal Transit Administration National Transit Safety Plan  Safety performance criteria for all modes of public transportation  Will rely on TAM System definition (SGR)  Performance standards for vehicles used in revenue operations: – Do not apply to rolling stock otherwise regulated – Should consider National Transportation Safety Board recommendations and industry best practice  Public transportation safety certification training program 15

Transportation Performance Management U.S Department of Transportation Federal Highway Administration Federal Transit Administration Public Transportation-Target Setting  Federal transit fund recipients establish annual targets in relation to the performance measures within 3 months for State of Good Repair (SGR) and 1 year for Public Transportation Safety Plan.  MPOs/States and providers of public transportation need to be coordinated, to the maximum extent practical, to ensure consistency in the target.  MPOs/States need to integrate the Safety and SGR targets into their planning process. 16

Transportation Performance Management U.S Department of Transportation Federal Highway Administration Federal Transit Administration Performance Reporting  Metropolitan System Performance Report – Required in transportation plan every 4 or 5 yrs – Report includes: Evaluate condition and performance of transportation system Progress achieved in meeting performance targets in comparison with the performance in previous reports Evaluation of how preferred scenario has improved conditions and performance, where applicable Evaluation of how local policies and investments have impacted costs necessary to achieve performance targets, where applicable 21
