Pavement Conditions Pavement Condition Ratings are measured by Road Roughness, using the International Roughness Index (IRI). In 2011, 3,060 of INDOT’s Lane Miles were in Fair or Poor Condition. If Preservation Spending Levels Remain Constant, it is Estimated that 4,445 Lane Miles will be Rated Fair or Poor by 2022, an Increase of 1,385 Miles (45%). 16 Projected
