Details of the Act UTTAR PRADESH KRISHI UTPADAN MANDI ADHINIAM 1964, KRISHI UTPADAN MANDI NIYAMAVALI 1965 AND SCOPE IS WHOLE OF U.P. u/s 1. BYELAWS MADE FOR EACH MANDI AT DIFFERENT DATES. Mandi Samiti (APMC) is to be nominated by the State Government u/s 12, but it is mostly superseded by District Magistrate or his nominee . List of the notified agricultural produce in enclosed. Open auction, chit tender is provided in the Act. But for many commodities sale by sample and by consent is also taking place.

Details of the Act It is generally Cash but in certain cases it is by cheque . The time of payment is decided between seller and buyer. Market fee is uniform is the whole state. It is one time, 2% with 0.5% development cess. Exemption form market fee - under export scheme of Rice and Til market fee was exempted. The schemes are not in existence today but they are under consideration of the State Government. Secondly, the agro processing industry having spent not less then 10 crore on plant and mercenary may be exempted for maximum period of 5 yrs. by the State Government. Commission is payable only by the buyer. The rates are 3% for fruit and vegetables, 2% for food grains and 1.5% rent of the commodities

Details of the Act The trade changes till weighment is payable by the seller and after that, the changes are paid by purchaser. The rates are unloading 50 paise per quintal, cleaning Rs. 1.00 per quintal, weighment Rs. 1.00 per quintal, loading Rs. 2.00 per quintal. The contribution payable to the board is such amount not exceeding fifty per cent of the first fifty lakh repees of the receipts as the State Government may, by notification, declare from time to time, and all receipts exceeding fifty lakh rupees. Every Committee shall pay to the Board every month all moneys realised as development cess which shall be credited to the Central Mandi Fund established under Section 26-PPP. No any other tax / local levy is collected by APMC.

C. Public Welfare Schemes Farm and Threshing place fire accident assistance scheme – It is in the range of Rs 7500-15000. In certain cases it may be up to Rs. 1,00,000 Physical accident assistance scheme to farmers, farm labourers, mandi Palledars. It is ranging from Rs 1500 to 50,000. Scholarship scheme to agriculture and home science students in graduate and post-graduate class. It is Rs 3000 per month for selected scholars, who are dependents of farmers. It is applicable in 5 universities and 24 degree colleges. Moreover, home science students of 3 universities are also entitled for similar scholarship. Total number of scholarships are 407. Farmers Help-line – It is free in service with CSA University Kanpur Number 1600335122 and Allahabad deemed agri-university numbering 1600335303. To be continued…….

Market Intelligence system – It is interactive voice response system with BSNL No.12633 at the charge of Rs. 0.30 / minute. Mandi arrival – farmers gift scheme – Producers arriving to the mandi , get coupon for quarterly and half yearly bumper prizes like Tractor, rice – transplants, power tiller, seed- drill, spray-machine, steel bins . Mobile hand set gift scheme - To promote price dissemination through coupon, 10 sets every month every district. Assistance to Goshalas (Cattle Home) Rs.3.5 Core is given to the department of animal husbandary to assist Goshalas. Further assistance of 3.5 crore is likely to be given soon.

(c) Total computerization of every activity in mandi yard , on Pilot basis in Pilibhit and Saharanpur mandies . After successful completion, it will be extended in other mandi yards. Free & fair weighing Facilities in 110 mandis with Electronic weigh bridges. Kisan Sewa Kendra (Farmers’ service centre) 75 service centers are established to provide technical assistance, new techniques, inputs, soil-testing and other related facilities .It is being provided to the farmers through private entrepreneurs like Khushhali and IFFCO. Export promotion schemes – Dussehri, Chousa and Langra mangoes of Lucknow and Saharanpur is being promoted as NAWAB Brand to get exported with the help of mango pack- house at Lucknow & Saharanpur. Potato export in the brand name of ‘TaJ’ is being promoted. Facilities are being provided to the export of Basmati Rice & Til, exempting market fee. NEW SCHEME TO BOOST RURAL ECONOMY IN BUNDELKHAND WITH MARKET YARDS & RURAL INFRASTRUCTURE NUCLEI With the assistance of National Rainfed Aria Authority , Planning Commission , Government of India Mandi Parishad started with A. All seven districts of two divisions Jhansi and Chitrakoot Dham namely 1. Jhansi, 2. Lalitpur, 3. Jalaun ,4. Hamirpur, 5. Banda, 6. Mahoba and 7. Karvi to have ONE EACH SPECIAL MARKET YARD .With following facilities - 50 to100 acre area with reserve for value addition activities under PPP. Double-storied Shops and covered auction platforms. Primary & secondary processing facilities. Ware houses for traders as well as for farmers and the government agencies keeping in view food security of state and the country. Farmers service centre for INPUTS, Soil Testing, Implements and extension service IT Kiosk. Bank & Financial inputs . Hospital for human & cattle . Procurement of commodities under PDS. B. Rural infrastructure Nuclei (RIN) To feed the special market, small marketing infrastructures are being constructed at rural/remote areas .They shall work as rural marketing centers .These centers shall provide marketing & primary processing facility for local arrivals . It would also work as F&V, milk collection center .Out of 168 RIN construction work is on at 111 places . These setups consists of 4 shops, 1 covered auction platform ,2 go downs 500mT each ,2 hand pumps , electrification and internal roads .

Value addition industry promotion scheme through PPP The scheme is under consideration at government level The spare land in the market yards & sub market yards have been earmarked for value addition activities & industries like cold storage, potato products, pulp and Juice industry etc through public private partnership. The rules are framed and the Mandi Parishad already approved the scheme. The land will be allotted to private entrepreneurs on long period lease .

Agriculture Marketing Hub The present number of mandi yards and sub market yards do not fulfill the need of farmers as they have to travel very long (on an average 25-30 Km) to reach mandi yard. To reduce the transport cost and save producer’s valuable time, it is proposed that for every 10 Km there should be marketing facility .A scheme to extend number of markets is chalked out by mandi parishad in which 2105 AMH are to be constructed as market place ,primary collection centre, procurement, storage and distribution centres. For the scheme Rs 354 Crore is allocated by 13th finance commission. These hubs will consist of shops ,auction plate-form , hand-pumps , electrification ,and if required go-downs . 328 such hubs are being constructed at different places .

VILLAGE DEVELOPMENT SCHEME Village development , through infrastructure worth Rs.10 lac each , was taken up by past governments in the name of Ambedakar Gram , Lohia Gram and Gandhi Gram schemes .Works like internal road, drain,electrification and hand-pump ware executed . Now , Janeshwar Mishra Gram Vikas Yojna is taken up to create village infrastructure in enhanced budget of Rs.25 lac each for 1000 undeveloped villages every year.
