SCCU, AFU, DSO Opportunities –CJS-wide, integrated planning, execution, monitor and review –Accelerate sustainable, proactive approach to dealing with CJS challenges, constraints, maximize successes, opportunities –Contribute to regional and African continent learning, skills development, joint planning, collaboration, etc. –Maximize economies of effort, scope and cost

NPA S t a k e h o l d e r C o n f e r e n c e - M a r c h justice freedom security Heeding the call Society seeks justice, security, safety, freedom from crime Society wants a CJS that instills confidence and certainty that it will prevent victimisation and deal with victimisation SADC and Africa wants cooperation, support, shared efficiencies In developing its new strategy, the NPA took cognisance of this call and responds by redirecting and reorganising itself in order to ensure justice service delivery

NPA S t a k e h o l d e r C o n f e r e n c e - M a r c h justice freedom security NPA Stakeholders The NPA developed its Strategy 2020 with its stakeholders as a point of departure We categorised NPA stakeholders as: –Governors –Customers Sub-segments: Individuals, communities, industries & institutions, the State, other States Customer roles: Vulnerable, victims, state witnesses –Partners –Employees –Accused –Suppliers –Civil Society

NPA S t a k e h o l d e r C o n f e r e n c e - M a r c h justice freedom security Strategic alignment The development of the Strategy 2020 further sought to align the NPA with super- ordinate and partner plans, including: –NEPAD –The Constitution –SA Government (Better life for all) –JCPS cluster –National Crime Prevention Strategy (NCPS) –DoJ&CD, SAPS, DCS, DSD

NPA S t a k e h o l d e r C o n f e r e n c e - M a r c h justice freedom security NPA Strategy 2020 Strategic response – Overall, the NPA has performed well and made great strides since 1998 NPS, AFU, DSO, SOCA, SCCU, PCLU, WPU –But, growing demand for justice due to high crime and victimisation rate put pressure on NPA to improve its efficiency, make a direct impact and become more proactive –NPA adopted an outcomes-based, customer-focused approach –Embarked on fundamental transformation programme to design new way forward: Serurubele Transformation Programme Commenced September 2004 Strategy 2020 major result that will guide way forward

NPA S t a k e h o l d e r C o n f e r e n c e - M a r c h justice freedom security Ensuring service delivery Any strategy is only as good as the organisation’s ability to execute it The NPA commenced execution of Strategy 2020 in March 2006 Execution of the NPA Strategy 2020 is driven by: –Developing business unit annual plans that aligns operations to the Strategy –Rolling out 23 strategic projects to focus the organisation on key aspects of Strategy execution in the areas of its strategic perspectives: Governance Delivery Resourcing –These projects are all running under the ownership of senior NPA management –Quarterly performance reviews against annual plans and project dashboards

NPA S t a k e h o l d e r C o n f e r e n c e - M a r c h justice freedom security Partnership and stakeholder cooperation The NPA cannot implement its Strategy 2020 on its own What is required is: –Joint problem-solving with all partners (within and outside the CJS) –Stakeholder cooperation The NPA is firm in its resolve to work with partners and stakeholders to deliver justice for the greater good of South Africa and the continent An NPA invitation to all partners & stakeholders: –Take hands with us to deliver on our Strategy 2020 –We would like to work with you to meet your objectives –Let’s share experiences, lessons learnt, information, even resources where necessary –Where possible, feel welcome to join our project teams to develop justice service delivery solutions and drive, monitor and review implementation

NPA S t a k e h o l d e r C o n f e r e n c e - M a r c h justice freedom security Lawyers for the people The NPA Strategy 2020 offers a world class vision of ensuring that justice will be attained in society so that people can live in freedom and security. It spells out a plan that will create the kind of prosecution service that will make all South Africans proud. The attainment of this vision will be reflected by a society of high civic morality, thriving on economic and social development which is bolstered and supported by a reduction in crime and high confidence in its criminal justice system. A future in which the NPA will not only be a provider of prosecution services, but one where it fulfils its role in building South Africa, by being an advocate for justice, taking hands with various stakeholders in being a ‘lawyer for the people’. 18
