TRADE ACT PROGRAM BENEFITS FOR QUALIFIED DISLOCATED WORKERS CERTIFIED COMPANIES PETITION #81,000 & ABOVE 2011 LAW

JOB SEARCH ALLOWANCE Reimbursement of 90% of total cost of allowable travel, mileage, food and lodging. Capped at $1, Eligible time frame days after layoff or petition certification date. or 182 days after the conclusion of training. You are eligible to receive this benefit if you: 1.Prior to your job interview, you have completed the job search allowance application and have a letter on company letterhead (no s) from the potential employer. NOT APPROVABLE AFTER THE INTERVIEW. 2.Interview must be a minimum of 15 miles or more one way.

RELOCATION ALLOWANCES You are eligible to receive: 90% of reasonable & necessary moving expenses such as: commercial moving co, moving van, overnight lodging, meals, & short term/temp storage of household goods. Lump sum payment of 3 X weekly wage or $ to assist in transition cost. You are eligible to receive this benefit if you: 1.Have a written job offer (on company letterhead-no s). (NOT APPROVABLE AFTER RELOCATION). 2.New job must pay 70% or more of your previous wages at certified trade co. 3.Case manager must call & confirm the new job offer and inquire as to new employer payment of any portion of relocation expenses. (NO DOUBLE PAYMENT OF EXPENSES). 4.Application must be submitted before 425 days after layoff or certification date. 182 days after training.

TRAINING This is an ONCE IN A LIFETIME benefit. The type of training options are: classroom training, On-The-Job training or Registered Apprenticeships. You are eligible to receive this benefit if you: 1.Do not have the skills to secure suitable employment in the existing labor market (at your previous job title & wages). 2.Training must be full time if unemployed. 3. Part time if employed.

TRAINING APPROVAL CRITERIA To be eligible to utilize the job training benefit and to insure your success the following criteria must be documented: 1.There is no suitable employment 2.You would benefit from appropriate training based on your prior education and work experience. 3.Reasonable expectation of employment after training. 4.Must be qualified to obtain and complete training (meet institution entrance requirements) and have adequate financial support resources to complete training. 5.Training must be suitable and available at a reasonable cost.

CLASSROOM TRAINING If you select this type of training: 1.Training must be continuous. Once you start you cannot stop or change it. 2.Full time training if unemployed. Part time training if employed. 3.Training expenditures covers tuition, books, and supplies. 4.Mileage reimbursement allowed - 15 miles or more one way as per MapQuest. 5.Training is covered up to 130 weeks. This includes: remedial academics, GED, English as a second language or required pre-requisites. 6.Training must be at approved colleges, university, private, post-secondary vocational or career schools. School must accept TAA funds. 7.Completion of the entire training program must fit the above requirements to be approved.

ON–THE–JOB TRAINING (OJT) If you select this option: 1.It must be provided by an employer willing to employ you full time and provide you the required knowledge or skills training essential to the full and adequate performance of the job. 2.Employer must enter into a contract to provide new skills training up to 104 maximum weeks. 3.Employer will receive funds of no more than 50% of your new salary 4.Employer cannot employ and train you as a replacement for another individual during a union action or cannot layoff any individual from the same or substantially equivalent job or terminate a regular employee to hire you. 5.Training you cannot result in infringement on other current employee promotional opportunities. 6.Employer provided training must have prior approval. Contract your case manager.

REGISTERED APPRENTICESHIPS 1.Worker is employed at the start of their apprenticeship 2.Covers: 1.Classroom instruction 2.Tools 3.Uniforms 4.Books 3.Funds can be utilized until participant reaches suitable employment or deadline of training. 4.TAA Program funds 100% of training (related technical instruction) for up to 130 weeks. 5.Combination of On-The-Job learning and related technical instruction.

INCOME SUPPORT – TRA ALLOWANCE (Unemployment) Qualified Trade clients are eligible to receive the following TRA unemployment benefits: 1.State of Michigan 20 weeks of unemployment 2.Basic TRA 32 weeks – (only if in training or have a valid training waiver) 3.Additional TRA up to 65 weeks –(only if in full time training) 4.Completion TRA up to 13 weeks –(only if need to complete training program) THE MAXIMUM NUMBER OF WEEKS OF INCOME SUPPORT IS 130 WEEKS

TRAINING WAIVERS You may be waived from participating in training and still receive BASIC TRA unemployment benefits if you: 1.Are unable to participate in or complete training due to your health (documentation required) 2.Cannot immediately enroll in training within 60 days after date of determination of eligibility for training. 3.Training approved by the MWA is not reasonably available to the worker such as: no suitable training for the workers is available at a reasonable cost or no training funds available. 4.Training waiver form must be on file and require monthly contract from client TRAINING WAIVERS MUST BE ISSUED WITHIN 26 WEEKS OF LAYOFF OR CERTIFICATION WHICHEVER IS THE LATTER.

TRAINING WAIVER REQUIREMENT The following requirements must be met before a training waiver can be issued: 1.Client must complete the “Inventory: Barriers to my Employment Success” – in folder. 2.Client must complete “Job Search Competencies” worksheet – in folder. 3.Client must take WorkKeys assessment testing or submit previous college transcript. 4.Client must take JobFit self assessment test. 5.Meet with case manager and bring in the above items. 6.Fill out Training Waiver form when meeting with case manager. 7.Client must make monthly contact with case manager regarding re-employment progress. DEADLINE FOR TRAINING WAIVER IS 26 WEEKS AFTER LAYOFF OR CERTIFICATION WHICHEVER IS THE LATTER.

REEMPLOYMENT TRADE ADJUSTMENT ASSISTANCE (RTAA) This benefit pays half of the difference between your old and new wages. You must be age 50 or older to use this benefit. 1.New full time job at wages of less than $50, Must have found employment within 2 yrs of your separation date. 3.Wage subsidy up to $10,000 or over 2 years (whichever comes first). 4.You will need the last full week of employment paystub from old employer (trade certified co) 5.First full week paystub from new employer. 6.Meet with case manager to fill out RTAA application and submit paystubs. 7.Training benefit is still available.

CASE MANAGEMENT SERVICES 1.Individual employment planning (barriers to employment success, MITALENT Bank, job searching, MI labor market information and re- employment workshops). 2.Individual job training planning (how to make your decisions, research, federal grants, scholarships and loans). 3.Local support services (locating agency support for basic needs, consumer services, criminal justice and legal services, education, health care, mental health care and family counseling).
