Background & History – Designing the Plumbing Program IPA and IIP jointly began planning for an educational program for the plumbing industry over two years ago. Together IPA & IIP developed the basic parameters that an Indian educational program should contain, reviewing the requirements with selected educational experts. IPA & IIP jointly issued Request for Proposals and when responses were received, began to evaluate them. Copyright © 2008, IAPMO 14

Background & History – IAPMO Education and Training Plumbing education and training are one of the core principles that IAPMO was founded upon 80 years ago. IAPMO has conducted training all over the world and the education Department continues to grow in size and scope of work. Certification is an important component of the IPA–IIP Plan and IAPMO has been conducting competency examinations and issuing certificates to successful applicants for most of our existence. Based upon these strengths and IAPMO/IAPMO India’s belief that we could successfully meet the requirements of the IPA-IIP plan, we asked permission for IAPMO India to submit a proposal for consideration… PERMISSION WAS GRANTED! Recognized Need for Training Understanding the need for plumbing education in India, the IPA, IAPMO, and the education and training arm of the IPA, the Indian Institute of Plumbing (IIP) formed a partnership agreement to provide plumbing education and training throughout India. Background & History – Partnership Covenants of the IAPMO-India Proposal In creating an education proposal, IAPMO-India believed it to be critical to develop a working partnership with IPA & IIP, with each organization contributing strengths and capabilities that the overall program can be built upon. Included in the proposal was a request that IPA & IIP create a committee from the membership, empowered to make the recommendations and set directional priorities. The plan specifically states that once an educational program is ready to be implemented, it be done through the chapters and existing educational infrastructure whenever applicable. The IPA-IIP-IAPMO India Education-to- Employment Program – Performance Plan Schedule introductory UPC-I Code Classes with each IPA Chapter. Schedule a “Train-the-Trainer” class for those who want to teach the UPC-I. –Note: IAPMO India will conduct UPC-I awareness and Inspector Training concurrent with the above meetings. Provide certification tests to the IPA-IIP Committee for validation. Set-up CBT and or paper test sites for experienced members/individuals who want to certify on the UPC-I. Set up classes to conduct any specialty training designed by the IPA-IIP Committee. Example: Medical Gas and Health facility requirements of the UPC-I. Specialty Certifications can be offered. Program Goal The goal of the IPA-IAPMO Plumbing Education to Employment Program (PEEP) is to prepare multiple levels of professional groups in India to read, understand, interpret, engage, and apply the provisions of India’s Uniform Plumbing Code to initial installations and continued maintenance of plumbing systems. Audience Groups The Program seeks to serve three audience groups. Conduct Needed Skills Analysis - identifying specific education needs and gaps in skills. Develop the Workforce Preparation Plan – This step concludes the development of curriculum for studies, educational strategies required, and the creation of/or use of existing training books and materials. Develop the Educational Partnership Plan - which includes: 1.Polytechnics, University and formal Vocational-Technical Schools 2.IPA/IIP Chapters and City Schools. 3.Individual Engineer/Consultant/Contractor Business “In House” Training. 4.The ITI Training Programs.

Design the Worker Retention Plan – Strategic Solutions to significantly reduce the loss of employees as they go through the educational process. Implementation Plan –As each of these areas are addressed by the committee, an implementation plan will be included to put it into action at the earliest feasible date!

Academic Certificate Programs The Academic Certificate Programs form the foundation for the Training Program by providing individuals with the education and introductory experience to become proficient in code-based Plumbing skills. Plumbing Technology The Plumbing Technology curriculum Aspiring plumbers Two-year program focused on the installation and maintenance of code-based plumbing systems. After completion of the first year, participants will be qualified as plumbers. After completion of the second year, they will be qualified as master plumbers. IAPMO Certification Program The certification program will be autonomous from the academic program and will be voluntary in nature. This comprehensive examination program plays a critical role in assessing knowledge of the Uniform Plumbing Code – India as an indicator of proficiency in the use of the code and referenced standards.

IAPMO Certification Program Each certification in the program will be based on the job domain study and job task analysis. Certification is achieved by successful completion of an examination in a controlled, proctored setting.

IAPMO Certification Program After passing a required examination, the candidate will receive a certification document and a wallet identification card indicating the title and scope of the certification, the date of issue and the date of expiration. There will be four certifications offered: –Certified Plumbing Systems Engineer, C.P.S.E. –Certified Plumbing Supervisor, C.P.S. –Certified Plumber, C.P. –Certified Master Plumber, C.M.P.

Certified Plumbing Systems Engineer C.P.S.E. –Engineers will use this certification to attest their knowledge of the code requirements for plumbing systems and to demonstrate their ability to design and review plumbing systems. Copyright © 2008, IAPMO 33

Certified Plumbing Supervisor C.P.S. –Contractors, construction managers, and supervisors will use this certification to demonstrate their knowledge of code requirements relating to basic plumbing principles and plumbing systems. Copyright © 2008, IAPMO 34

Certified Plumber C.P. –Plumbing installers and repairers will use this certification to validate their capability to install, repair,and maintain piping systems, fixtures and equipment in compliance with the code requirements. Copyright © 2008, IAPMO 35

Education Providers The goal of the IPA – IAPMO Plumbing Education to Employment Program can only be successfully met through partnerships with established education institutions throughout India. Education Providers Target date of May 2009 for the program to launch through our Education Providers in Bangalore. Leadership from the following institutions were visited and all gave favorable responses to the program: –M.E.I. Polytechnic –S.J. Polytechnic –Bangalore University, U.V.C.E. –R.V. College

Education Providers Proposals for potential Education Providers are being developed which outline: Infrastructure Sustainability of Program Recognition of Program and Certificate Expenses to be incurred by institution Human resources Instructor Training Physical Resources/Space Lab needs Student benefits and incentives Field Experience/Internship Employability of students upon completion Financial obligation of students Curriculum/Syllabi

Education Provider Value Criteria Selected education providers will have met the IPA – IAPMO quality standard, which will assist in providing quality assurance. IPA Introductory Seminar This 1-day seminar will provide a high- level overview of the 2008 Uniform Plumbing Code – India for presentation to IPA chapter members. Participants will be introduced to the code, its structure and organization, and the fundamental code concepts and provisions. Participants will enhance knowledge of code use, interpretation and understanding of code language.

Train-the-Trainer One of IAPMO’s most popular, highly experienced instructor will teach the technical seminar in India to the group of IPA trainers. New trainers will practice teaching the subject matter themselves, and will participate in other instructor-related skill building activities.
