TOWARD EFFECTIVE OIL SPILL RESPONSE IN THE BULGARIAN SEA SPACES AND IN BLACK SEA REGION AS A WHOLE SPEAKER capt. PORTS IN THE AREA UNDER JURISDICTION OF BMA, DIRECTORATE- BOURGAS CURRENT VIEW PORTS WITH NATIONAL SIGNIFICANCE:  Port of Bourgas serves its duties by 3 sub-ports, one dedicated storage base and one seasonal passenger terminal in the port of Nessebar; The Port operates 28 vessel’s berths, having totally 4,800 ms of quays and maximum allowable draught of ms.  Oil terminal Rosenetz. PORTS WITH REGIONAL SIGNIFICANCE:  “Fish Port – Bourgas” is used to handle general and liquid cargo with 3 berthing place.;  Port “Bulgarian shipyard south quay– L” is used to handle general cargo and scrap, with 2 berthing place;  Dockyard Port – Bourgas is used to handle general and liquid cargo, with 2 berthing place;  Port Transstroy – Bourgas is used to handle general cargo, liquid alimentary cargo and mail, with 2 berthing place.

PORT OF BOURGAS CURRENT VIEW Port of Bourgas includes following terminals:  Terminal East with 14 mooring place – for general cargoes of all kinds, metals, wood, paper, foodstuff are handled in;  Bulk Cargoes Terminal with 3 mooring place, intended for handling and storing of bulk commodities-coal, coke, ores and concentrates, etc.  The new Terminal 2A has been built under the famous Port of Bourgas Expansion Project, intended for handling of bulk cargoes mainly- coal, coke, ores and concentrates, clinker, etc., with 4 mooring place;  Terminal West handles generally metals of all kind, RO-RO and container traffic, with modern cold storage facilities and  Terminal West handles generally metals of all kind, RO-RO and container traffic, with modern cold storage facilities and 6 mooring place.

OIL TERMINAL ROSENETZ  Situated on the S part of Bourgas bay;  With 3 berthing place;  Two of them are used mainly for handling of refined oil products and chemicals and the berthing place No.2 is used for handling of crude oil (rebco) as well as for refined oil products.  Cargo turnover of crude oil is approximately 10 mln. t/year.

FUTURE DEVELOPMENT OF PORT OF BOURGAS AND BOURGAS BAY AS A WHOLE  New project for building of multimodal terminal “Super Bourgas”;  Building of Bourgas – Aleksandrupolis pipeline.

BOURGAS –ALEXANDROPOULOS PIPELINE  The 279 km Bourgas (Bulgaria)- Alexandroupolis (Mediterranean coast of Greece) pipeline is expected to be constructed in the near future;  The agreement was signed in 2007;  The initial capacity of pipeline will be 35 mln. t/year of crude oil and will increased up to 50 mln. t /year;  This pipeline is allow bypassing Bosporus Straits which is over-congested and imposes tanker size limitations. This new pipeline will increase the risk of oil pollution in Bourgas bay and vulnerable south part of Bulgarian Black sea coast as a whole.

Protected areas and habitats in the area of jurisdiction of BMA, Directorate-Bourgas falling under scope of NATURA 2000  11 of all Bulgarian Protected zones under Habitats’ and Birds‘ Directives are fallen in the area of jurisdiction of BMA, Directorate- Bourgas;  The sea waters and coastal lakes are approximately 23% of total protected areas;  Approximately 16 beaches are situated alongside the south part of the Bulgarian Black sea coast Potential NATURA 2000 Protected zones/ Birds’Directive/20,3% of Bulgarian territory Potential NATURA 2000 Protected zones/ Habitats’ Directive/20,3% of Bulgarian territory Legend: REASON OF VULNERABILITY

CURRENT SITUATION IN CASE OF LARGE OIL SPILL IN BULGARIAN SEA SPACES Satellite images  From December 2007 Bulgaria receives satellite images through the CleanSeaNet service  BMA´s SAR vessels are used for confirmation of suspected pollutions  Due to the lack of the confirmation procedures and technical capabilities the identification rate is very low

CURRENT SITUATION IN CASE OF LARGE OIL SPILL IN BULGARIAN SEA SPACES Aerial Surveillance The aerial surveillance can be used to fulfil the EMSA’s service and is the most effective way for detecting and deterring illegal discharges from sea-based source Ship masters have obligations to inform observed oil slick to VTS or MRCC. Aerial tools are mentioned as a part of the oil spill surveillance actions in the large scale recovery and combating operations At this moment there are no aerial surveillance actions, agreement or designated responsible bodies in Bulgaria to carry out this task

CURRENT SITUATION IN CASE OF LARGE OIL SPILL IN BULGARIAN SEA SPACES  no equipment for large oil spills (> 1000 tones);  no equipment for the open sea;  no facilities for dealing with large volumes of recovered oil;  lack of adequate equipment for shore clean-up and restoration. LIMITED CAPABILITIES FOR LARGE OIL SPILL RESPONSE

TO CREATE A MODERN CENTRE FOR COMBATING WITH LARGE OIL SPILLS SITUATED IN PORT OF BURGAS FOLLOWING THE EMSA – MODEL OF AT-SEA OIL RECOVERY VESSEL BG Government to contract oil recovery vessel which will be the commercial vessel that can be adapted for at-sea oil pollution response activities equipped with:  Sweeping Arms;  Weir/Brush Skimmer;  Oil Booms;  Oil Detection Radar System. LOOK IN THE FUTURE OPTION FOR BETTER RESPONSE TO LARGE OIL SPILLS IN THE BULGARIAN BLACK SEA SPACES AS WELL AS TO ASSIST THE NEIGHBORING COUNTRY IN COMBATING WITH OIL SPILLS
