NISPOM Chapter 6 – Visits & Meetings Section 1: Visits General (6-100)  When it is anticipated that classified will be disclosed o During visit to cleared contractor or Federal facility Classified Visits (6-101)  Shall be held to minimum  Contractor’s procedures must: Positive ID visitor, PCL & NTK, only grant access to necessary info NTK Determination (6-102)  Responsibility of discloser  Generally based on contractual relationship (between contractors) Visits By Gov’t Representatives (6-103)  May visit contractor facility  Must present gov’t credentials upon arrival ©2007 SCRA®. Visit Authorization (6-104) Host contractor must verify PCL of visitor via one of the following:  CSA-designated database (JPAS) o Must verify: Name, SSN, current access level, current affiliation with contractor  Visit Authorization Letter (VAL) o Vals must be submitted for visits to or from agencies outside of DoD (JPAS not acceptable form of verification in these instances) ISL , #16 ISL #5 (6-104a): Contractor personnel are not authorized to, and may not, release printed or electronic copies of JPAS records to any person or entity. Section 2: Meetings General (6-200)  The word “meeting” (as stated in the NISPOM) is also referred as a conference, seminar, symposium, exhibit, convention, training course or other such gathering where classified information is exposed Government Sponsorship of Meetings (6-201)  Gov’t agency must approve security arrangements, announcements, attendees and location of mtg a) Requests for Authorization o Must be submitted by contractor and include: Purpose, subject, date, location, sec. arrangements b) Location of Meetings o Classified meetings are only held at Federal Government installation or cleared contractor facility c) Security Arrangements for Meetings – must provide for following: 1)Announcements 2)Clearance and Need-to-know – of each attendee, verified by security officer 3)Presentations – oral and visual only – no copies distributed 4)Physical Security NISPOM Chapter 6 – Visits & Meetings

Disclosure Authority at Meetings (6-202) Contractor must: a)Obtain prior written authorization for each disclosure from gov’t agency b)Present copy of authorization to meeting sponsor c)It is responsibility of contractor to request and obtain disclosure approval Requests to Attend Classified Meetings (6-203) Contractor must provide following prior to meeting:  Justification (why employee requires access to the class. info)  Cite classified contract or GCA program involved  Forward above info to gov’t agency granting authority ©2007 SCRA®.
