National Check Pilot Standardized Course (NCPSC) Lt Col Leslie Vazquez – Standards & Evaluation Advisor As directed by the National Board, it is a standardized individually-based online course, that satisfies requirements of CAPR 60-1, Chapter 3, Section 3-7f. Soft Start – 1 May 2010 Mandatory – 1 October 2010 Updated CAPF 5

NCPSC Comprised of five modules: An overview of CAPR 60-1 An interactive pilot judgment course from AOPA Evaluations (Knowledge, Skills, and Attitudes) Special Emphasis Items A video on Check Pilot Techniques for both CAPF 5 Check Pilots and Mission Check Pilots.

NCPSC The updated CAPF 5 adds increased emphasis on instructor and orientation pilots by adding two new sections.

NCPSC Modules can be easily modified or added, as necessary, to keep up-to-date with important changes in priorities, as well as, operational and safety issues.

NCPSC Each wings has its own issues with which to deal and emphasize. Although, no longer a requirement, in person residential schools are highly recommended for face to face interaction and networking. Wings are encouraged to supplement the individual online course with their own particular needs and desires.

Mission Operations Lt Col Ernie Bilotto - Advisor The Advance Technologies Group has been testing the viability of using Sprint mobile air cards during airborne operations. (Col Gene Hartman – Team Leader) One two hour flight in Florida Wing Connection issues were experienced in a number of areas Existing infrastructure may not be compatible with CAP air operation requirements. Testing continues.

Mission Operations Col Don Prouty – FEMA Liaison The planning committee on the New Madrid Earthquake Response Plan has completed their assignment. Lt Col Larry Sidle and his team have done a great job with framing the basis of a workable plan, not only for this earthquake scenario, but for a number of large disaster relief situations, as well. Commanders of those Regions with wings in the potentially affected areas and those who will be in supporting roles will now fine-tune the plan.

Communications (Lt Col Michael Marek – Communications Advisor) Inventory status was due to be completed by 1 April 2010, current status as of 31 March 2010: Inventory Due Complete Percentage Needed Aircraft % 52 Comm Gear % 122 Supplies and % 85 Equipment Vehicle % 59 Totals % 318 Great Job! Moving right along. Almost done.

Communications There are still issues with altitude restrictions in some geographic areas, in particular, those zones bordering Mexico and Canada. These restrictions, created by international treaties, are addressed in the recently updated CAPR We are in a far-from-ideal situation that has been several years in the making with respect to these frequency restrictions. Some of our highest-level HLS and AFNORTH missions are impossible if we stay in 100% compliance with international treaty restrictions. If someone across the border complains today, however, it is not AFNORTH or HLS that takes the heat. It is CAP, and we get in trouble for violating our federal authorizations.
