This guidance is specific to the Iowa Department of Education funded programs of Statewide Voluntary Preschool Programs, state aid for kindergarten programs, and special education weighting.

Early Literacy Preschool-Kindergarten ●Definition ●Clarifications ●FAQs

Definitions Prekindergarten/Preschool Programming for children who are not kindergarten age eligible. These children may or may not receive state funding based on the program and the services they receive. This includes Statewide Voluntary Preschool Programs (SWVPP) and Early Childhood Special Education instructional services as specified on the Individualized Education Program (IEP). Kindergarten Programming: For children who are kindergarten age eligible (Age of 5 on or before September 15) and for whom the district receives K-12 student aid.

Interventions ●DE Reviewed Programs ●Keystone’s Role ●Vendor Showcase

Interventions... ●DE’s Review of Programs/Intervention Survey ●Following the winter screening window, weekly progress monitoring and interventions will be mandatory for all students who are considered substantially deficient. ●Keystone plans to support the implementation of interventions through providing a Vendor Showcase.

Interventions/Programs Showcase ●This showcase will bring in developers of program based on the state’s intervention survey that was sent out to districts. ●Survey results will be reviewed and filtered to find the most suitable programs to bring in. ●The final details are still being prepared. The hope is to have the showcase in April ●This will give schools plenty of time to spend their allotted dollars.

Reporting for Non-FAST Districts

Needed steps for districts A&A accounts (see document: Setting up A&A Accounts) & SIS updated to match what Tier requires (see document: Required Data Entry for TIER: 14-15)

FAQ ●Who will need access to the TIER? o This will be a local decision depending on how the district wants to use the TIER.

Tier Security Matrix

Programmers are Customizing AIMSWeb which is different than FAST which is different than DIBELS (etc.).....so the correct benchmarking data is used for the assessment you are using. o Students are seen as red, green, blue......and class / grade level (system) data.

Support with TIER If there are questions on use of TIER, users can go to Knowledge Base (if they've gotten access to TIER) OR Use Ticketing System within TIER Knowledge Base OR If you do not have an A&A account-
