A Contingency plan, is a plan that involves anticipating a specific hazard based on specific events or known risks at local, national, regional or even global levels (e.g., earthquakes, floods or disease outbreaks), and establishing operational procedures for response, based on expected resource requirements and capacity. International Federation of Red cross and Red Crescent Societies, September 2014

 What is going to happen?  What are we going to do about it?  What steps can we take now in time to get prepared? Contingency planning is simply….. 23 September 2014

Children Elderly Disabled Homeless Sick Who are the Vulnerable in Finland ? 23 September 2014

Creating a list of organizations who hold and maintain the data for vulnerable people data List of vulnarable eshtablishment eg, schools nursing homes etc Disseminating information's and warning systems Arranging temporary accommodation and supplies distribution Medical care, including first aid and a spiritual service Identifying possible hazards Role of Municipalities in the Contingency plan for the Vulnerable? 23 September 2014

Help agencies within the municipalities dealing with vulnerable groups get into a better position to cope with unexpected developments during emergency Increse efficiency in response to the needs of the vulnerable by reduces indecision, uncertainty and delays when emmergency strikes Enable organisations to respond rationally to emmergency from experience and shared knowledge base Capacity building and resources Help to broaden thinking in terms of possible outcomes, rather than just the most likely outcome in emmergency situation Strengths of the Contingency plan 23 September 2014

Planning is a costly continuous process and resources are always needed. Plans at times involve a lager numbers of skilled staff in assessing risk and planning and therefore all the human resource might not be available when needed Communication and logistic problems within the organisation involved Follow up or use the plan can be a challenge if the events changes Not always able to dedicate adequate time to the preparations Inadequate skills and experience Weakness of the Contingency plan 23 September 2014

Example of Evacuation Routine for Vulnerable Patients in case of Fire The responsibility of managing of vulnerable patients in case of fire in hospital lies with hospital staff. Four essential procedures in case of Fire are:- Rescue - Carry out patients in immediate danger of fire or smoke to a place of safety area Alarm - activate the alarm by breaking alarm glasses and Call the emergency services. Confine - Disconnect medical gas flow meters in the unit and d close all doors in the fire area as you leave the room to contain the fire and smoke in the fire area. Evacuate - If the fire is small attempt to extinguish, and if necessary, begin evacuation of the area.
