Within the past year or two, Mr. James Norman, LMM&FC Property Manager, came to me and ask if I could find any mandatory requirements for LM to use the DD Form 1149 for shipments. I researched this issue and elevated it to my management and concluded that its use is not mandatory unless required by contract, or the contractor's approved procedures.
