Caltrans Division of Aeronautics5 Aeronautics Budget FY FY revenues decreased approximately 25%, and $4.0 million was transferred from the State Aeronautics Account to the State General Fund in FY Grant funding is limited, but as many grants as possible will be funded. Please check funding status at: Click the link to “Airport Funding Status”. We WILL be able to fund 100% of Annual Grants, and will fund as many AIP Matching Grants as funds allow (estimating about $500,000), but do not anticipate funding any new A&D grants this FY.

Caltrans Division of Aeronautics8 Loan Eligibility: –Cities, counties, and airport districts –Most projects that benefit the airport are eligible, especially revenue-generating –Local Match for FAA AIP grants is eligible Loan Approval Considerations: –Economic feasibility is a major factor for revenue- generating projects such as hangars and fueling facilities –Sponsor’s overall financial status –Sponsor’s repayment history on previously funded loans Airport Loan Program

This is a “How to…” manual for airport managers, sponsoring agencies, and ALUC’s to better understand the funding programs and application procedures.

Caltrans Division of Aeronautics12 AB 867, Assembly Member Yamada-Davis This bill requires a Meteorological Evaluation Tower (MET) to be marked with a flashing light, and would require the tower to comply with these marking requirements by January 1, 2015, and require a database to be maintained depicting the locations of all meteorological towers. Status: Hearing for testimony only on April 23 rd. No activity since. Still active and in committee process. State Aviation Legislation

Caltrans Division of Aeronautics13 AB 1058, Assembly Member Chavez This bill increases the duties of local officials, and would imposes a State-mandated local program. It would authorize the authority to adopt a comprehensive plan on the future development of San Diego's Regional International Airport. Status: Enrolled and presented to and approved by the Governor; approved on August 12 th ; Chaptered by the Secretary of State – Chapter 83, Statutes of 2013 on August 12 th. Does not modify PUC Section et seq. State Aviation Legislation

AB 1327, Assembly Member Gorell This bill prohibits public agencies from using an Unmanned Aircraft System (UAS), with certain exceptions applicable to law enforcement agencies. Any state agency using a UAS or contracting for the use of an UAS must provide an annual report to the Governor that includes the agency's acquisitions, purchases, rentals, or leases of a UAS. Status: Hearing postponed by committee on May 24th. Bill is still active and in committee process. No recent activity. Caltrans Division of Aeronautics

State Aviation Legislation SB 15, Assembly Member Padilla This bill stipulates that a “constructive invasion of privacy” would occur through use of a device affixed to or contained within an Unmanned Aircraft System (UAS) and amends criminal prohibitions relating to eavesdropping and privacy to include the use of devices affixed to or contained within a UAS; and it prohibits any UAS from being equipped with a weapon. Status: Failed passage in committee on August 13th. Reconsideration granted on August 27 th. Caltrans Division of Aeronautics

State Aviation Legislation SB 758, Senate Member Block This bill postpones preparation of an Airport Land Use Compatibility Plan (ALUCP) for the City of Coronado and the US Naval Air Station North Island by the San Diego Regional Airport Authority as the Airport Land Use Commission until a joint land use study is completed. It provides that this extension remains in effect only until JAN 1, 2019, or 540 days after an amendment to the ALUCP, and as of that date is repealed. Status: Enrolled and presented to the Governor at on September 6 th. This bill will modify the Aeronautics PUC under Section – Land Use Plan. Caltrans Division of Aeronautics

All projects not allocated (encumbered) for FY 12/13 and beyond are currently on hold due to budget restrictions.
