Primary ICS Management Functions Module 1: Orientation to ICS Primary ICS Management Functions ICS Management Function Responsibilities COMMAND ICT responsible for overall management of incident PLANNING Collection, evaluation and display of incident information OPERATIONS Directing tactical actions to meet incident objectives LOGISTICS Providing services and support to meet incident needs FINANCE Providing accounting, procurement, time recording, and cost analyses ICT has responsibility for all functions; however, the ICT may delegate authority to perform certain functions to other people in the organization. Delegation doesn’t relieve the ICT from overall responsibility.
