What is the role of an Emergency Operations Center (EOC)?

What is the role of an Emergency Operations Center? Centralized facility from which emergency response efforts can be coordinated and directed Centralized facility for decision makers Central information gathering and record keeping center Source of CONFIRMED public information and media coordination

Emergency Operations Center Requirements Must be SEMS/NIMS compliant Provides Management, Operations, Logistics, Planning/Intelligence and Financial coordination for response and recovery efforts Facility should be self sufficient and self contained for at least a 24 hour operation

What is S.E.M.S.? SEMS is the Standardized Emergency Management System developed by the State of California SEMS is used: – –To qualify to receive State reimbursement; – –To improve coordination between response agencies; – –To coordinate flow of information & resources; – –To improve mobilization, use and tracking of resources. – –The use of SEMS has been required since December of 1996!!!! Emphasizes the use of ICS – –Uses the functions of: Management/Command Operations Logistics Planning/Intelligence Finance/Administration

What is N.I.M.S.? National Incident Management System – –Uses an ALL-Hazards approach – –Required to qualify for Federal preparedness assistance (FEMA) – –Emphasizes the use of ICS – –Uses the same functions as SEMS Management/Command Operations Logistics Planning/Intelligence Finance/Administration

NIMS TRAINING REQUIREMENTS All disaster service workers (all public employees, including school employees) are to complete IS-700, ICS 100 and ICS 200. These are all on-line FEMA courses Deadline for completion: September 30, 2007 NOTE: RESIG has developed a one hour combined course that meets these requirements.

Done or made for the purpose of trying to achieve an immediate or short-term aim.” COLOR: RED THE DOERS PLANNING/INTELLIGENCE - Information gathering and action plans. COLOR: BLUE THE THINKERS LOGISTICS - Support, supplies, equipment and personnel COLOR: YELLOW *Logistics is defined as “The military science of procuring, maintaining and transporting of material and personnel.” THE GETTERS FINANCE/ADMIN - Monitoring costs and assisting with recovery COLOR: GREEN THE PAYERS & TRACKERS

Operations Section Chief Responsibilities Ensures LIFE SAFETY Measures Alerting and Warning Emergency First Aid Psychological First Aid Response Teams Supervises the execution of the Operations portion of the Action Plan Passes all information to the Planning/Intelligence Section Chief Provides information to Liaison and PIO as required Approves release of resources Maintains close communication with EOC Director/Incident Commander

Student Release/Staff Accounting Team Leader Responsibilities Gather student and staff rosters and provide a list of any missing students or staff to Section Chief Assist with location and verification of missing staff and/or students Monitor request and release operations Keep in touch with Assembly and Shelter Team Leader Return all confidential information (student emergency cards) to proper location Stay in contact with other Operations Section Team Leaders and with the Section Chief

Student Release/Staff Accounting Team Responsibilities FIRST ACTIONS INCLUDE:  Sign in  Put on Personal Safety equipment and Position Identifier  Read Position Description  Obtain a Briefing from the Team Leader  Review and understand Section Objectives and Strategies  Locate and Set up work space – Team will be divided into four sections

Student Release/Staff Accounting Team Responsibilities OPERATIONAL DUTIES INCLUDE: SECTION ONE – STUDENT AND STAFF ACCOUNTING –Obtain rosters to determine if all staff and students have been accounted for –Provide update to Team Leader if anyone is missing –Keep in contact with Search & Rescue and First Aid Teams, to determine if missing students and staff have been located and/or injured, trapped, or deceased –Keep in contact with Assembly/Shelter Team –Document all incoming messages, actions taken, decisions and justifications, requests being filled on a Section Activity Log

Student Release/Staff Accounting Team Responsibilities OPERATIONAL DUTIES (continued): SECTION TWO – REQUEST GATE – –Set up a STUDENT REQUEST TABLE that is clearly labeled – –Divide Student Emergency Cards in alphabetical order – –Instruct parents/authorized adults to fill out Student Request Forms before requesting students – –Verify ID of requestor and ensure they are listed on student emergency contact card – –If radio available, notify Assembly/Shelter team that a runner will be picking up student – –Send runner to classroom or assembly area for student – –Direct Requestor to Release Gate to wait for Student(s) – –Document all incoming messages, actions taken, decisions and justifications, requests being filled on a Section Activity Log

Student Release/Staff Accounting Team Responsibilities OPERATIONAL DUTIES (continued): SECTION THREE- RUNNERS – –Take Student Request Form(s) to classroom or assembly area – –Retrieve student(s) from teacher or designee – –If student is absent, missing or receiving first aid, have teacher/designee note that on Student Request Form – –Return to Release Gate with student or information about his/her location/status

Student Release/Staff Accounting Team Responsibilities OPERATIONAL DUTIES (continued): SECTION THREE- RUNNERS (CONTINUED) – –Hand Student Release Form to Release Gate Staff – –Release student to parent/authorized adult when direct by Release Gate staff and return to Request Gate for next assignment – –If student is in first aid area, escort parent/authorized adult to First Aid area when directed by Release Gate staff and return to Request Gate – –If student is missing or deceased, escort parent/authorized adult to Crisis Intervention area to speak with Crisis Intervention Team, when directed by Release Gate staff and return to Request Gate – –Document all incoming messages, actions taken, decisions and justifications, requests being filled on a Section Activity Log

Student Release/Staff Accounting Team Responsibilities OPERATIONAL DUTIES (continued): SECTION FOUR – STUDENT RELEASE – –Set up a STUDENT REQUEST TABLE – –Take Student Request Form(s) from runners and review for completeness – –Have parent and/or authorized adult*, sign off that they picked up student(s), destination of student(s), if known and phone number where student(s) can be reached. – –If student is missing, injured or deceased – have a runner escort parent/adult to appropriate area for assistance. – –Request assistance from Security as needed – –Document all incoming messages, actions taken, decisions and justifications, requests being filled on a Section Activity Log *Authorized adult is a person who is identified on emergency contact card as having permission to pick up child. Make sure to check for any restraining orders or other critical information

Student Release/Staff Accounting Team Responsibilities UPON EOC DEACTIVATION CLOSING DOWN ACTIONS INCLUDE: Close down Request and Release Tables when directed by Team Leader Make sure all confidential information is returned to Team Leader (e.g. Student emergency contact cards) Complete the close out all Activity Logs, reports, documentation and turn in to Team Leader Return all equipment and unused supplies to Logistics Sign out and leave contact information in case you need to be reached

Group Activity- 10 minutes

SCENARIO: – –It is 1:00 p.m. on a Tuesday. The students are just returning to their classrooms after lunch and…..the ground begins to shake!! The shaking gets stronger and a huge jolt hits! Windows are breaking and file cabinets are falling……some students have been injured along with several staff members….. – –The shaking stops and you can hear people calling out for help…..the smell of gas fills the air…………..

First things first…… All students and staff should drop, cover and hold on at the first sign of shaking Those who are outside should move away from buildings and other structures that could fall on them After the shaking has stopped, all those who have not been injured should leave the buildings and assemble in a pre-designated area Before proceeding to your team’s meeting area, wait for instructions from your Team Leader Take care of immediate safety issues

Group Activity- 10 minutes 1) 1) Based on the limited information provided in the scenario, what might happen at this point? 2)Who would need to make a decision as to what actions, if any, should be taken? 3) Based upon your Team’s responsibilities, What might your objectives be during an Emergency Response? 4)LIST ONE TO TWO OBJECTIVES
