Workshop Material developed by EMERS Integrated Project Team for MSOs, SMEs, and POCs Requirements Management and Business Process Improvement Requirements Management and Business Process Improvement

Purpose Demonstrate how requirements flow down to subject areas –Explain about parsed ownership Give context to the Requirement Matrix to be processed at workshop

Management Systems at EM Budget and Financial Management Communications Environment, Safety, and Health Facilities and Infrastructure Financial Assistance Human Resources Information Technology Legal Services Contracting Project Management Real Property Management Property Management Quality Assurance and Oversight Records Management Requirements Management Safeguards, Security, and Emergency Management Each will own complete requirements and will own pieces of other requirements

Parsing Ownership Many requirements are voluminous Sometimes the entire document does not align with a single management system “Parsing” strengthens accountability, eliminates gaps, improves quality of procedures, and helps integrate EM efforts … § Non-Federal audits. § Allowable costs. … § Purpose of property standards… § Real property…… § Codes of conduct. § Competition. § Procurement procedures § Cost and price analysis. § Procurement records. § Contract Administration. § Contract provisions. § Resource Conservation and Recovery Act (RCRA). § Purpose of reports and records…… § Retention and access requirements for records. … __ … § Non-Federal audits. § Allowable costs. … § Purpose of property standards… § Real property…… § Codes of conduct. § Competition. § Procurement procedures § Cost and price analysis. § Procurement records. § Contract Administration. § Contract provisions. § Resource Conservation and Recovery Act (RCRA). § Purpose of reports and records…… § Retention and access requirements for records. … __

Typical Flow-down of a Requirement Through Management Systems Primary Owner R Implement their piece of requirement Implements all unparsed pieces R Subject Areas/ Procedures Program Descriptions Defined Roles Guidance Not on EMERS RequirementElects to parse two pieces Parsed Owner 1 1 Parsed Owner 2 2 On EMERS

Financial Assistance Management System Assigned Flow-down of Requirements Through Management Systems, to Subject Areas - Sample 10 CFR 600 Records Management Parse Subject Area: Merit Review and Selection Subject Area: Record Management Requirements Management Subject Area: Internal Controlled Documents Because 10 CFR 600 has been ‘parsed,’ these subject areas have been developed with requirements from Records Management Directives, as well as the specific requirements in 10 CFR600, in mind. This subject area does not need to re-write records management – it only needs to refer appropriately to the records management subject areas

Requirements The Requirement Matrix you have today will capture your view of ownership and parsed ownership. Subject Areas will be identified. As other Management Systems go through the EMERS process, other MSOs may bring alternate ownership scenarios to you. Gives us the opportunity to address gaps

How will new requirements be integrated? –Subject Area teams will define processes –The RDR process (Requirements Decision Record process) will be launched to maintain the requirements
