In an era in which communication, transportation and globalization are rapidly being disseminated, international trends should be taken into consideration, while analysing the problems of vocational education and training at national level and making plans for the future.

Considering the country's need for manpower by making cooperation with the relevant sectors: a.Educational institutions should be established, b.Needs of the teachers should be determined in terms of quantity and quality, c.Short and long-term plans should be made for meeting the needs, d.And the cooperation and coordination among the Ministry, Council of Higher Education and the relevant institutions and organizations should be made permanent.

High school grade point average and additional point practices should continue in transferring students to the teaching programmes that are considered as the follow-up of their equivalent programmes in vocational high schools.

With regard to the selection of the students, knowledge, skills, and an aptitude test, required for being a branch teacher, should be performed.

It should be encouraged that the prospective teachers to work in the vocational and technical high schools are selected among the students who complete the relevant fields of the vocational schools and are trained after being vertically transferred to the faculties of vocational education and training.

Schedules of the faculties of vocational education and training should be revised in a way to train teachers that think, investigate, question, make analyses and syntheses and efficiently use the changing technology, opportunities and resources, instead of those who learn by the rote-education system.

Training and education schedules of the vocational high schools and the faculties of vocational education and training should be made compatible with each other and with the business life.

Training and education schedules should be prepared in order to eliminate the differences for the student that will transfer to the teaching programmes from different fields.

Professional teaching knowledge lessons instructed in the faculties that are training teachers for the vocational schools are not in compliance with the job the prospective teachers will perform. Therefore, professional teaching knowledge lessons of these faculties should be revised by consulting to the relevant faculties.

In order to train qualified teachers for vocational education and training schools and to balance between the supply and demand, teaching programmes should be offered in post-graduate level for the fields that are deemed necessary.

A graduate tracking system should be established in the faculties of vocational education and training, and the training and education programmes should always be improved by taking the tracking results into account.

Course load of the instructors and the students of the faculties of vocational education and training should be brought into conformity with the practices of the modern universities.

The people who gathered experience by working in the work places and have proven themselves in the market should be included in the teaching staff of the faculties of vocational education and training and VET schools.

Faculties of vocational education and training should be improved in terms of their premises, equipment and staff.

Employment of supernumerary teachers should be prevented by allocating teaching staff for the schools on the basis of the branches and according to need.

Legal regulations that will allow teachers to establish unions should be made in order to safeguard and improve common professional values of the teachers.

Qualifications held by the qualified instructors should be enhanced and their salaries should be made in conformity with their qualifications.

This project is financed by the European Union and the Republic of Turkey. With an administrative decision taken by the Council of Higher Education (YOK) and the Council of Ministers in 2009, the policies concerning training of the teachers in the field of vocational education and training in Turkey were changed once again. The faculties of vocational education and training, which accepted students for the last time in 2009 and will continue to operate until their existing students have graduated, will vanish for good.

This project is financed by the European Union and the Republic of Turkey. While the closed Faculties of Technical Education are converted into the Faculties of Technology, some of the Faculties of Vocational Education will carry on offering training as the Faculties of Art and Design.

This project is financed by the European Union and the Republic of Turkey. An "Institute of Vocational Education and Training" may be established. The Institute of Vocational Education and Training can choose its students from the graduates of the relevant faculties and train sufficient number of technical instructors and teaching assistants holding the qualifications needed by the secondary schools that offer vocational education and training.
