Why Integrate Agricultural Statistics? 1.Separate data by sector doesn’t allow cross-sector analysis 2.Separate crop and livestock surveys prevent comparison of different farm types 3.Household survey data is not available for analysis with other data sources 4.Several national organizations have responsibility for collection, analysis and reporting on different types and aspects of agricultural statistics 2

National Statistical Systems The Global Strategy provides an integration framework that builds upon strengths of both national statistical agencies and line ministries –National statistical agencies have knowledge of statistical methodologies and sampling frames –Line ministries have detailed subject matter knowledge –Centralized systems make integration easier but don’t always meet line ministry needs 4

Components of Integrated System Master sampling frame for use in appropriate sampling techniques Standardization of concepts and definitions Coordination of questionnaires and surveys Appropriate adoption of technological solutions such as satellite imagery and GPS. 5

Steps to Develop a Master Sample Frame Precise definitions of statistical units Georeferencing of statistical units where possible and reasonable Satellite imagery for classification of land cover and GIS base map Digitize administrative boundaries and enumeration areas 6

Methodologies for Developing Master Sample Frames The master sample frame should allow probability based selection of sampling units and connect their characteristics to land cover and use –Area sample frame –Population census based master sample frame –Administrative data frames –Multiple frames 7

Population Census as Sample Frame Base Need to identify households with agricultural holdings in population census Need to add non-household holdings for a complete agricultural frame While it is possible to identify household holding agricultural production activities, measures of size are nearly impossible 8

Agricultural Census as Sample Frame Base Assumes complete coverage of household holdings, commercial farms and subsistence farming households Must georeference land to farm headquarters or households, basically creating an area sample frame Register or frame updates are necessary between censuses 9

Administrative Data as Sample Frame Base Where reliable administrative data is available it can be used as the basis for an agricultural register Need to include small household and subsistence farm data Georeference farms or households to census enumeration areas, basically creating area sample frame 10

Master Sample Frame Summary Regardless of how the master sample frame is developed, it should be used for all statistical activities to allow analysis across all data sets Key point is to georeference enumeration areas to satellite imagery classified by land cover Master sample frame allows use of various sample designs Capture fisheries survey samples require additional considerations 12

Timing and Frequency Concerns The items that are measured in agricultural surveys are events that only occur at specific times, factors for consideration include: –Harvesting of various crops –Livestock reproductive cycles, including continuous production (milk, eggs) –Frequency of data collection for crop cutting and capture fishery surveys 13

Using the Master Sample Frame Collect core module items annually Collect supplementary modules through sample surveys Integrated plan showing data items, collection method and timing Consider geographic detail needed and statistical units included 14

Implementing Integrated Framework Identify annual and non-annual core data items (agriculture, economy, environment, social and national interest items) Use replicated sampling for annual surveys to reduce respondent burden yet provide longitudinal analysis Cover core items annually with non-annual core items on rotational basis 15

Integrated Framework Refinement Review core and supplementary modules for items that are needed more frequently Use subsample from annual survey for within year surveys Longitudinal validation of data quality Alternative estimators for comparison to improve data quality 16

Inclusion of Additional Data Sources The integrated statistical framework also includes the following data sources, where available: –Administrative data –Remotely sensed data –Agribusiness reports –Expert judgment and windshield surveys –Community surveys 17

Data Management and Other Data Sources Previously mentioned other data sources must be incorporated into the data management system Necessary for compilation of accounts and provides validation of data Database will increase in value over time Can provide outputs for national level integrated statistical dissemination 19
