3 Purpose of the presentation This presentation provides the Strategic Objectives of the Department of Arts and Culture for the financial years 2007/08 to 2009/10 March

4 Vision and mission The aim of the Department is to develop and preserve South African culture to ensure social cohesion and nation-building. This includes amongst other things –the promotion of linguistic diversity in the country; –using arts and culture to promote social and economic development locally, nationally and globally; as well as –the preservation and conservation of heritage.

5 The activities of the department are divided into the following six programmes namely: Administration Arts and culture in society National Language Services Cultural Development, International Co-operation and Investing in Culture Heritage Promotion National Archives, Records, Meta-Information and Heraldic Services

6 The Strategic Objectives of various programmes in the department Programme 1: Administration (Corporate Services) The purpose of Corporate Services is the overall management and provision of centralised support services to create an enabling environment for the achievement of departmental objectives, as well as the coordination and development of systems that will effectively and efficiently manage the strategic functions and operations of the department. The strategic objectives are shared by the following sub- programmes, Coordination; Communications; Human Resources Management; Operations; Financial Management; Corporate Governance; Legal Services; Information Technology; Internal Audit.

7 For the period under review Corporate Services will (collectively) amongst other things focus on the following: Coordinate the Policy Review Process on behalf of the department. Manage the Anti-Poverty programme and Social Cohesion Strategy Development on behalf of the Social Cluster. Strengthen the capacity of the department to achieve set objectives by filling vacant posts. Restructuring of the department to improve service delivery. Strengthening Research, Monitoring and Evaluation capacity in the department. Promote awareness about the role of the department thereby contributing to the profiling of the department in a positive way. Manage the interaction of government with people by working with the Minister during amongst other events like Imbizos. Ensure there is compliance with government legislative framework by preparing quarterly and annual reports.

8 Corporate Services... (continue) Offer legal advice to the department and support the departmental law reform process. Ensure that arts and culture institutions comply with the legislative framework. Offer IT infrastructure support to all programmes and participate in governments ITC programmes.

9 Programme 2: Arts and Culture in Society The purpose of Arts and Culture in Society is the development and promotion of arts and culture in SA and mainstream its role in social development. For the period under review this programme (sub-programmes Arts and Culture in Society and Arts, Social Development and Youth) will focus on the following: Work with other departments, civil society partners (like NRLF) and tertiary institutions to promote social cohesion and nation building. Using Community Arts Centres as arts incubators, to teach young people skills to create jobs in the sector. Playhouses programmes will be aligned with community development needs to provide programming for communities and visitors by Activities linked to the 2010 World Cup will be rolled out (like the Art Therapy for juvenile offenders to be used as Ambassadors ). The NAC will continue to prioritise funding for supporting community organisations and projects to make arts more accessible.

10 Programme 2: Arts and Culture in Society….continued Playhouses programmes will be aligned with community needs to provide programming for communities and visitors by Flagship Community Arts Centres created in every province to provide Marketing and related services to other Centres.

11 Programme 3: National Language Services The purpose of the National Language Services is to develop and promote the official languages and enhance the linguistic diversity of the country. For the period under review this programme will focus on the following: Finalise the SA Language Practitioners Council legislation to ensure the establishment of a regulatory body for practitioners. Promote the establishment of Language Units by all departments. Submission of the HLT National Strategy to Cabinet for approval. Complete a multilingual telephone-based system to enable callers to access government services in the official languages of their choice. In collaboration with PANSALB work on the development, research, terminology standardisation and recording of all languages. Funding model for the permanent implementation of TISSA to be finalised by 2008.

12 Programme 4: Cultural Development, International Relations and Investing in Culture The purpose is to improve economic and other development opportunities for SA arts and culture nationally and globally through mutually beneficial partnerships, thereby ensuring sustainability. For the period under review this programme (sub-programmes International Relations; Cultural Development and Investing in Culture) will focus on the following: To have a functional and representative National Representative Body (NRB) for the craft sector with policy and regulatory powers. Cultural Industries will through ASGISA and JIPSA focus on job creation and the empowerment of grassroots practitioners (e.g an Initiative for Skills Sharing is proposed). The promotion of the development of local content in the film industry. Through the NFVF the department will promote training, skills development, audience development locally and internationally.

13 Programme 4: Cultural Development, and Investing in Culture International Relations….(continue) Provision of resource to promote wider government initiatives focusing on training, skills development and job creation. Establishment of the Beautiful BT brand as an effective vehicle for marketing South African crafts nationally and international. The department will focus on the role of arts and culture in promoting African agenda and expand the sectoral priorities of NEPAD. Promote the Indigenous Languages Publishing Project aimed at producing a series of publications in different languages. To combat piracy /infringement of copyrighted work and establish revenue streams for development of the music industry. Through the ISRDP/URP and EPWP increase the no of empowerment opportunities in the sector. Provision of support to provinces and municipalities to ensure better alignment of supported projects with PGDS’s and IDP’s. Promote the Indigenous Languages Publishing Project aimed at producing a series of publications in different languages.

14 Programme 5: Heritage Promotion The purpose of the programme is: To develop policy and legislation for the management of the heritage sector. To provide strategic support and exercise oversight responsibility over heritage institutions. To promote and conserve living heritage / intangible cultural heritage. To facilitate the standardisation of geographical features. To develop new heritage infrastructure and maintain the existing one. Facilitate and coordinate national commemorative events.

15 Programme 5: Heritage Promotion….(continue) For the period under review this programme will focus on the following: Supporting national projects/programmes that utilise indigenous knowledge to address poverty alleviation, community development, and crime. A legislative review is underway to address the legislative and policy challenges facing the sector. New councils have just been appointed in 11 heritage institutions and this will allow time to craft a shared vision and strategic objectives which will shape the institution’s 3 year strategic plans. Improving access to institutions by improving museum buildings, infrastructure and security. In conjunction with SAHRA will complete the audit of all heritage collections to limit criminal activities. There will be a skills audit for the sector to identify gaps so that any deficiencies can be rectified.

16 Programme 5: Heritage Promotion….(continue) All Heritage Institutional Development activities, reports, publications etc posted on the DAC website and DAC website to institutions website. A Conservation Management Plan (CMP) for the graveside site is developed. Observance of UNESCO convention for the safeguarding of intangible cultural heritage. Transfer of the World Heritage Convention Act to DAC. Establishment of the PGNCs and capacitating of these structures to fast track name changes and ensuring the names are spelt correctly remains a priority. Contribute to the Nepad agenda through the establishment of the African World Heritage Fund.

17 Programme 6: National Archives, Records, Meta-Information and Heraldic Services The purpose is to develop, monitor and implement policy, legislation and give strategic direction for the identification, preservation, conservation and access promotion of archives, heraldry and libraries. For the period under review this programme will focus on the following: Promotion of national reconciliation and social cohesion continue by transforming and popularising heraldic and other national symbols. Together with the DoE the Flag in Every School project will continue to improve identification with national symbols and national identity. In partnership with the Presidency and the Chancery of Orders new orders will be designed. A new National Archives building that will have the electronic file tracking system installed. This will be latter extended to all archival material.

23 Conclusion The legislative mandate of the department is broad, covering a range of institutions and legislation. The primary legislative mandate of the Department of Arts and Culture comes from sections 16 and 30 of the constitution. The Department is also engaged in a restructuring process. In April 2006, the Minister approved the establishment of the six branches (headed by Deputy Director-Generals): –Administration and Finance –Human Resource Management and Governance –Relations and Research –Arts, Cultural Promotion and Development –Investing in Culture –Cultural Heritage and Preservation
