History of Program Began in 1999 as result of FAR Part 150 Study Grant funded – no local tax dollars only airport user fees Programmatic Agreement - Historical Resources Board One of the largest remaining Programs in nation To date, 6 schools & 2,500 homes completed Approximately 8,000 homes left to complete

Program Policies Voluntary retrofit program Not a custom home remodel or beautification program “Custom Built Home vs. Track Home Development” Airport is your advocate, we manage contractor and determine appropriate level of quality based on industry standards Limited choices in program, must take entire package

Program Policies (Cont.) Avigation Easement required, will be recorded when products are ordered Waiving treatments will be reviewed on case-by-case basis (ex. if already have new windows) All owners must attend all appointments “No-Shows” = Home will be dropped

What Does the Program Offer? If designated “potentially historic,” the home will be eligible for acoustical wood or aluminum windows. (May only receive aluminum if existing windows are aluminum.) If designated non-historic, the home will be eligible for acoustical vinyl windows or aluminum windows. ( May only receive aluminum if existing windows are aluminum.) Treat doors to exterior - may include replacement of French or sliding glass door New Hardware Ventilation system ~ This is a partial list of treatments. Not all homes receive all treatments. ~

Windows Wood and Aluminum (Historic) Retrofit acoustical windows - four track system for double hung and sliding windows. New retrofit windows will sit within the existing window opening, frames will be approximately 4-6 inches wide, which will result in a loss of light Sash replacement - jambs, frames, screens may not be repaired (photo on next slide) *Potentially Historic*: Eligible for aluminum windows only if existing windows are aluminum Eligible for wood windows if existing windows are wood

Windows Things to Be aware of: Increased frame thickness Reduced windowsills Less glass = less light Lower sills to meet egress May affect window coverings such as blinds, shutters, drapes Homeowner responsible for removal, replacement and reinstallation of window treatments Sash replacement is preferred, jambs, frames, screens may not be repaired. ~ This is a partial list of treatments. Not all homes receive all treatments. ~

Doors Sliding glass/French doors may be replaced with new acoustically rated doors to match style Front entry doors may be replaced with new acoustically rated doors - New hardware will be installed Will not utilize existing hardware, if a homeowner wants hardware other than what we offer it must be installed after the project is completed by the homeowner and at his/her expense

Mechanical and Electrical Systems Single Family –Depending on age of existing system, may receive full heating ventilation and air conditioning (HVAC) Multi Family –May receive Fresh Air Ventilator Electrical systems may be updated as necessary. Location of equipment must meet code requirements. Property will be evaluated at Assessment Appointment.

Pre-Construction testing (with artificial noise) to occur towards the beginning of the project All homeowners are subject to be testing per your signed agreement, but not all may be picked Post-Construction testing conducted after construction is completed Acoustical Testing

Assessment Visit Survey of Existing Conditions (30 minutes – 1.5 hours each unit) ― Measure windows/doors and review styles ― Evaluation for code compliance Ex. - sill heights for egress – QHP to lower if necessary ― Evaluate existing mechanical and electrical systems ― Create floor plan and Scope of Work All owners must attend, no show = drop property Pre-work items will be identified You will be given this appointment today! STEP 2

Design Review You will receive the design package by mail at least one week prior to appointment for you to review Review plans with Architect and Engineer Sign and approve plans - including acknowledgement of pre-work items and timeframe to complete This is the last opportunity to accept proposed treatments or withdraw from the Program without financial ramifications STEP 3

Contractor Measurements Airport publicly bids the project and receives bids from contractors Contractor selected Airport Board awards contract Contractor visits home and measures all products that they will order All owners and tenants are required to attend this meeting STEP 4

Pre-Construction Walk-through Program staff and Contractor will review how to prepare the home before construction, items may include: ~The home must be completely prepared for Day 1 of construction~ STEP 5 Moving furniture Removing window coverings Disarming security systems Securing your valuables Tenants: Responsibility of Owner This can be a significant amount of work All owners and tenants are required to attend this meeting

Construction Takes +/ working days to finish most of the work Construction in this group includes approximately 50 dwellings All contractors are required to wear shirts with the QHP Logo Expect dust, noise, and several contractors in your home Disruption to life: furniture moved, pets/children relocated, etc. We cannot provide daily construction schedules Provide access during working hours, even if the contractors aren’t there every day - if you refuse access, construction will be delayed (Monday thru Friday, 8:00 a.m. to 5:00 p.m. excluding holidays) STEP 6

Construction (Cont.) Lead / Asbestos Abatement –Case-by-Case, may impact occupancy of some rooms Your home will be secured and the job site will be cleaned at the end of each day –Unless lead/asbestos abatement work is not completed. –No open holes, windows/doors secured “It’s construction” - things happen, our contractor will repair any damages that they are responsible for Reminder: QHP to manage construction and determine means and methods to complete acceptable work, not homeowner

Project Close-out Contractor and QHP punch list walk-through Homeowner’s concerns will be taken into consideration Post Construction Appointment and Survey You will receive a warranty package with all product/manufacturer and contractor contact information Once construction is complete, there is a one-year contractor installation warranty - contact the contractor directly during this time (refer to your warranty package for contact information) After one year, homeowners must contact manufacturer directly for additional warranties (Individual product warranties vary by manufacturer) STEP 7

More Items to Consider Prior to Participation Inconvenience –Required meeting attendance –Preparation for construction (pre-work, moving items) –Construction disruption and potential delays –No “negotiated” custom requests Production Work –No custom work or finishes –Will follow signed plans and specifications, no deviations –Will not be able to utilize or upgrade to customer hardware, mailboxes or any other treatments –Homeowner cannot have work conducted on the property while we are working - No exceptions
