Action item 27-10: JAXA to propose a way forward for the 2015 World Conference on Disaster Risk Reduction (WCDRR) by SIT29 (Apr 2014, Toulouse) 29 th SIT (April 2014, Toulouse) SIT29-19: endorsed the WTT to implement the plan to engage in WCDRR. CEOS Agencies to comment on the two supporting documents (Strategic Messages and Voluntary Commitments) SIT29-20: CEOS agencies to interact with relevant government participants in WCDRR to ensure representation of the CEOS strategic messages at regional platforms and Preparatory Committee meetings. 28 th Plenary session Tromsø, Norway October Outcomes of 6 th AMCDRR 6 th Asian Ministerial Conference for Disaster Risk Reduction, 24-26, June 2014, Bangkok, 3000 participants JAXA, in cooperation with ADRC and ESCAP, organized a pre- conference consultation event “Satellite data and information to supplement regional and national DRR systems to assist local communities at risk”. UN-SPIDER organized another PC event “Investing in Geospatial and space-based information to support DRR & CCA investment”. Joint report on the two PC events outcomes were made at the Science and Technology, Academia Stakeholder Group meeting and the Plenary technical session. The Science, Technology and Academia commitment statement included recommendations made by the PC events. HFA2 Asian input document included use of Science and Technology, space technology development and utilization. 6

28 th Plenary session Tromsø, Norway October 2014 UNOOSA/GEO/CEOS coordinated and produced the concept note on “Earth observations to support national and local disaster-risk reduction initiatives”, with 17 co-organizers including UNOOSA, GEO, CEOS, FAO, ADRC, GFDR, MEXT, JAXA, ESA, DLR, Tohoku Univ. and input to UNISDR. In parallel, MEXT/JAXA produced a concept note for the working session “Earth observations in DRR” and submit to the Cabinet Office of Japan. Oct 3 UN WCDRR session list includes “Innovations and High Technology to Reduce Risk (NEW)” covering EO, geospatial information, ICT and robotics. Japanese government and UNOOSA negotiated with UNISDR to split EO (and geospatial information) from ICT and Robotics. But, UNISDR made clear that there will be no change to the session. Tohoku university plans to have a public side event in cooperation with DLR and JAXA. Planning for WCDRR working session 8

28 th Plenary session Tromsø, Norway October 2014 Cabinet Office of Japan is coordinating with UNISDR for the host country lead exhibition at the Plenary venue. JAXA hopes to make an exhibition on satellite observations for disaster risk reduction, including GEO/CEOS activities. In addition, JAXA made registration for JAXA/CEOS exhibition booth (W1.8 m x D1.5 m x 3) at public exhibition site, as back-up. Selection of the exhibition will be made by UNISDR/Cabinet Office and the result will be notified in October. Planning for WCDRR Exhibition 9

28 th Plenary session Tromsø, Norway October CEOS EOHB 2015 WCDRR Edition Special editions of CEOS EO Handbook (EOHB)are published at the occasion of major events (last one was Rio+20 Summit (2012)). Paper &on-line versions ( ) Compact version (approx.60 pages) of the CEOS EOHB Handbook to be tailored for the 2015 WCDRR Main objective is to demonstrate the benefits of Satellite EO and Space-based applications in DRR Heterogeneous disasters management community  CEOS EOHB needs to carry "particularly focused and user oriented messages".

28 th Plenary session Tromsø, Norway October Zero Draft for HFA2 Pre-zero draft of Post 2015 Hyogo Framework for Action (HFA2) was released on Aug 8 for review. Series of consultative meetings were held from Sep 5 to mid-Oct. UNOOSA/GEO/CEOS(JAXA, ESA) comments were input to UNISDR and several governments. Zero-draft was issued on Oct 20 which includes ; “23 b) Continue promoting the use, application and affordability of, and access to,information, communication and space-based technologies and related services, as well as maintaining and strengthening in-situ and remotely-sensed earth observations, to support disaster risk reduction at all levels, and strengthen the utilization of social media and mobile phone networks to support successful risk communication” Zero-draft also includes several articles which implicitly applicable to CEOS and space agencies. Zero-draft will be negotiated at the 2 nd PrepCOM on Nov

28 th Plenary session Tromsø, Norway October Next steps Special accreditation for CEOS’s participation in the 2 nd PrepCOM and WCDRR was submitted to and is under review by UNISDR. Zero-draft of HFA2 was issued and will be discussed at Prep-COM#2 (Nov 17-18). CEOS Members are requested to interact with their governments for their critical support. For WCDRR working session, a concept note needs to be developed and coordinated. For exhibition, two opportunities (restricted Plenary venue and public exhibition site) are being explored. CEOS EOHB 2015 WCDRR Edition will be developed.

28 th Plenary session Tromsø, Norway October 2014 CEOS Key Strategic Messages 5 key messages: 1.Satellite EO data complements other data sources but provides unique information. 2.Satellite data needs to be transformed into a higher-level information that can be more readily applied by end-users. 3.Satellite data contributes on all scales, from global, through regional, to local issues. 4.Space agencies want to cooperate with major stakeholders to identify the most critical users’ needs and to establish a plan for a sustained and coordinated response to those needs. 5.User community representatives have an important role to play in the identification of priorities for space agency attention and must stay engaged throughout implementation and operation of the resulting programmes

28 th Plenary session Tromsø, Norway October 2014 CEOS Space Agencies Voluntary Commitments Space agencies voluntary commitments include; Close Collaboration with major stakeholders - Long-term Plan in response to HFA2 priorities Support at global and regional/local scales The CEOS Working Group on Disasters coordinates the space agencies’ efforts in support to DRR and will report the progress via the HFA2 monitoring and reporting system.

28 th Plenary session Tromsø, Norway October Change Proposals for the Pre-zero Draft for HFA2 The following changes were proposed by members of UNOOSA/GEO/CEOS and the updated draft is being shared with WCDRR member countries. Support from member countries is critical and CEOS Members are requested to interact with their governments. 1.Chapter C – Guiding Principles - add an additional item in the list: j) Earth observations and Space-based information are an enabling component of the Disaster Risk Reduction framework and strategies, which include mechanisms to ensure timely access to relevant data, information and tools. 2.I. National context – Understanding Disaster Risk (Para. 14, item (b): Periodically assess disaster risks, namely persons and economic and fiscal assets’ exposure and vulnerability as well as hazards’ characteristics; including through the use of Space-based information in combination with in-situ data. 3. I. National context – Preparedness for Response, Recovery and Reconstruction-”Build Back Better” (Para. 16, item (b)): Strengthen the use of Earth observation and Space-based applications by communities at risk and stakeholders through their incorporation in Standard Operating Procedures employed in preparedness and response efforts; as well in recovery efforts.

III Role of Stakeholders (Para. 23): The Earth observation community is encouraged to implement a series of coordinated actions to respond to the most critical needs as identified by the relevant stakeholders, including raising awareness on the use of such information disaster risk management, response and recovery efforts; facilitating access to such information and to contribute to the decision making at the local and national levels.
