Joint Deployment & Distribution Enterprise (JDDE) USTRANSCOM Joint Deployment & Distribution Enterprise (JDDE) COMPETENCY MODEL 20 April 2007

What and Who is the JDDE? Joint Deployment and Distribution Enterprise (JDDE) is an integrated system consisting of assets, materiel, personnel, leaders, organizations, tools, training, facilities, and doctrine capable of providing prospective joint force commanders with the ability to rapidly and effectively move and sustain joint forces in support of major combat operations or other joint operations. Joint Logistics (Distribution) Joint Integrated Concept (JL (D) JIC), 7 Feb 06 Organizations consist of National Partners: Office of Secretary of Defense, Joint Staff, Combatant Commands, Military Services, Defense Agencies, and Transportation Component Commands

JL (D) JIC Tasks Establish and maintain professional education curricula and training program Conduct JDDE training Create a standing core of Service Logisticians proficient in joint operations/ joint distribution and multinational planning and execution JL (D) JIC Initial Capabilities Document tasks DPO with 7 sub-tasks regarding education, training, and billet requirements

Manage and Communicate Process for Developing & Implementing JDDE Competency Model at USTRANSCOM Define JDDE competencies, knowledge, skills, and abilities (KSAs) Conduct training gap analysis Develop Learning Requirements Plan Identify JDDE billets Match training to billets Update individual development plans Manage and Communicate

Define JDDE Competencies & KSAs Steps Developed competency framework Conducted leadership interviews Gathered high-performance experience/examples Identified relevant competencies Reviewed/refined competency descriptions Developed/reviewed/refined KSAs Result JDDE Competency Model

Deployment Leadership Knowledge, Skills, and Abilities (KSAs) Drill Down to KSAs Joint Distribution & Deployment Leadership Risk Management Understanding of Organizations, Cultures, Individuals Joint Leadership Deployment and Distribution Strategy Joint Leadership Facilitates the achievement of DoD goals by providing direction and guidance to the joint force, focusing on strategic and operational aspects. Knowledge, Skills, and Abilities (KSAs) 208 Strives to improve cross-cultural communication by studying how people from different cultures communicate with each other. 209 Recognizes and adapts to agendas and manages perceptions in a multi-cultural environment. 210 Develops innovative solutions, thinking in time and context within the complex environment to bring about desired effects. 211 Accesses and applies resources without ownership. 212 Builds teams at the strategic level through influence, collaboration, negotiation, and consensus building. 213 Considers cultural aspects when making decisions that affect a multi-national force.

Conduct Gap Analysis for USTRANSCOM Steps Identified critical competencies in two voting methods Assessed competencies, identifying gaps Prioritized gaps based on criticality Result Prioritized list of competency gaps for USTRANSCOM

USTRANSCOM Education/Training Gaps Recommended Gap/Skills Priority for USTRANSCOM: 1. Adaptive Planning 2. End-to-End Analysis 3. Demand Forecasting 4. Distribution Network Analysis 5. Network Optimization in Planning 6. Distribution Requirements Planning (DRP) 7. Supply Chain Performance Management 8. Risk Management 9. Joint Deployment and Distribution Operations Center (JDDOC) 10. Transportation Planning 11. Sustainment Planning 12. Movement Requirement Forecasting 13. Key Performance Metrics 14. Understanding of Organizations, Cultures, and Individuals 15. Joint Task Force Port Opening (JTF-PO) 16. In-transit Visibility (ITV)/ Asset Visibility TCCC advised this is immature, should move down in priority TCCC advised to move up in priority, this is “The Year of Metrics”

Develop Learning Requirements Plan Learning = Training and Education Steps Gathered and reviewed current education and training Identified/ recommended sources, including existing and new learning opportunities (e.g., Service Schools, DLA, Joint Knowledge Distribution Development Capability, etc.) Mapped existing learning opportunities to critical competencies Results Course Catalog 30 institutions, over 300 courses Training Search Tool
