Training and Coordination Workshop on Multi-Hazard Early Warning Systems (RA IV) (22-26 March 2010, Costa Rica) (MH-EWS Workshop) SCOPE Policy, planning, legislative, institutional partnerships and cooperation aspects of EWS at national level and recommendations for regional cooperation. TARGET AUDIENCE Directors of National Disaster Risk Management Agencies, National Meteorological and Hydrological Services and other national, regional and international agencies engaged in EWS in Central America and the Caribbean. Way Forward based on Consultations with the Region The Programme to include all Participating Islands in RA IV Process and timeline for the development of the Caribbean Regional Cooperation –4-6 year programme with phased projects (1-2 year implementation/evaluation/expansion cycles) –Consultation process at various levels (strategic, technical, institutional) –Assessments and analyses (national and regional) –The process needs to ensure ownership of the Members and national and regional agencies Identification and engagement of the key national and regional partners in the Caribbean to leverage capacities for development of the regional programme, projects and implementation aspects –Participation in the development of the regional programme and related proposals –Facilitation of technical input from national and regional experts in the Caribbean –Identification of the implementing partners and their roles (Who, What, When How, etc) –Sustainability issues to be factored into the programme and projects Coordinated Resource Mobilization strategy and donor relations to support the programme with a long-term vision Role of WMO and other international partners in supporting and facilitating the process- engagement of all relevant WMO programmes and partners in the proposal development and implementation –WMO to set up an internal task team of relevant programmes to ensure integrated planning and implementation –Role of other partners such as UNDP, World Bank and others be clarified in the programming and implementation

Regional Cooperation Programme in MH-EWS to assress the following major gaps and needs as identified in the Costa Rica Workshop Governance and Institutional Arrangements Priority areas for the Caribbean Regional Cooperation Programme in MH-EWS –Development of Regional Risk Assessment and Modeling Programme to support EWS, Emergency Planning and insurance and risk transfer markets – Improvements to the Regional Hazard Observation Network and Monitoring –Strengthening of Forecasting Capacities Integrated marine and coastal hazard monitoring and forecasting, including hurricanes, storm surges, coastal inundation, winter storm and related swells and high waves Severe weather forecasting and Flash Flood Guidance Drought monitoring and risk management (Slow on-set, different target sector) –Harmonization of regional and national Watch and Warning Systems [Building on the existing harmonized regional system under the Hurricane Committee] –Warning Dissemination Mechanisms and Service Delivery at national level –Public outreach programmes in hydro-met hazards and warnings –Strengthened coordination across national and regional agencies in different components of EWS –Coordination of Regional Cooperation of hydro-meteorological EWS with the Tsunami EWS ICG-Carib Way Forward ???
