Proposed Road Map for the Development of Caribbean Regional Cooperation Programme in Multi- Hazard EWS Follow up to the “Training Workshop on Multi-Hazard Early Warning Systems (MHEWS) with focus on Institutional Partnerships and Cooperation March 2010, San Jose, Costa Rica” A model for integrated planning at Regional (sub-regional) level engaging NMHS and their Stakeholders

Training and Coordination Workshop on Multi-Hazard Early Warning Systems (RA IV) (22-26 March 2010, Costa Rica) (MH-EWS Workshop) SCOPE Policy, planning, legislative, institutional partnerships and cooperation aspects of EWS at national level and recommendations for regional cooperation. TARGET AUDIENCE Directors of National Disaster Risk Management Agencies, National Meteorological and Hydrological Services and other national, regional and international agencies engaged in EWS in Central America and the Caribbean. EXPECTED OUTCOMES of the MH-EWS Workshop 1.Participants benefited from exchanging experiences and lessons learnt from five countries good practices (Cuba, France – FWI, Italy, USA, Shanghai); 2.Developed clear priorities of action for regional cooperation for the sub-regions (Central America, Caribbean) and national EWS development. 3.Developed clear recommendation for development of regional cooperation in MH-EWS and related proposals by the end of

Who Attended MH-EWS Workshop? Senior executives from 36 National Meteorological and Hydrological Services Directors of 33 of National DRM agencies 8 Regional agencies (CDEMA, CEPREDENAC, CIIFEN, CMO, CIMH, CRRH, OAS, ACS) 6 International Organizations (World Bank, UNDP, ISDR, UNESCO-IOC, IFRC and WFP) Donors (USA, Canada, Finland, Italy, Japan, Spain, World Bank)

The following road map has been developed based on recommendations from the workshop and consultations with: 1) Jeremy Collymore, Director of Caribbean Disaster Emergency Management Agency (CDEMA) 2) Joint conference call with Arthur Rolle (President of RA IV) and Tyrone Sutherland, Director and coordinator of CMO 3) David Farrell: Director of CIMH 4) Caribbean Regional Office of UNDP (East) 5) DRR coordinator of the World Bank for the Caribbean 6) USA, France, Netherlands and Antilles, Canada

Way Forward based on Consultations with the Region The Programme to include all Participating Islands in RA IV Process and timeline for the development of the Caribbean Regional Cooperation –4-6 year programme with phased projects (1-2 year implementation/evaluation/expansion cycles) –Consultation process at various levels (strategic, technical, institutional) –Assessments and analyses (national and regional) –The process needs to ensure ownership of the Members and national and regional agencies Identification and engagement of the key national and regional partners in the Caribbean to leverage capacities for development of the regional programme, projects and implementation aspects –Participation in the development of the regional programme and related proposals –Facilitation of technical input from national and regional experts in the Caribbean –Identification of the implementing partners and their roles (Who, What, When How, etc) –Sustainability issues to be factored into the programme and projects Coordinated Resource Mobilization strategy and donor relations to support the programme with a long-term vision Role of WMO and other international partners in supporting and facilitating the process- engagement of all relevant WMO programmes and partners in the proposal development and implementation –WMO to set up an internal task team of relevant programmes to ensure integrated planning and implementation –Role of other partners such as UNDP, World Bank and others be clarified in the programming and implementation

Regional Cooperation Programme in MH-EWS to assress the following major gaps and needs as identified in the Costa Rica Workshop Governance and Institutional Arrangements Priority areas for the Caribbean Regional Cooperation Programme in MH-EWS –Development of Regional Risk Assessment and Modeling Programme to support EWS, Emergency Planning and insurance and risk transfer markets – Improvements to the Regional Hazard Observation Network and Monitoring –Strengthening of Forecasting Capacities Integrated marine and coastal hazard monitoring and forecasting, including hurricanes, storm surges, coastal inundation, winter storm and related swells and high waves Severe weather forecasting and Flash Flood Guidance Drought monitoring and risk management (Slow on-set, different target sector) –Harmonization of regional and national Watch and Warning Systems [Building on the existing harmonized regional system under the Hurricane Committee] –Warning Dissemination Mechanisms and Service Delivery at national level –Public outreach programmes in hydro-met hazards and warnings –Strengthened coordination across national and regional agencies in different components of EWS –Coordination of Regional Cooperation of hydro-meteorological EWS with the Tsunami EWS ICG-Carib Way Forward ???

Fund Raising and Donor Relations Coordinated programming linked to coordinated discussion with donors funding DRR and adaptation activities in the region Identified and Engaged donors from early stage (MH-EWS Workshop in Costa Rica) –Donors highly welcomed the coordinated approach to programming to avoid piece meal projects –The Following Donors have already been informed and engaged: USAID/OFDA, CIDA, Finland, Italy, Japan, Spain, World Bank, UNDP –Others being approached (EC, IADB, CDB, DIFID) Funds for facilitation of the Caribbean Regional Programme development: –2010: (WMO DRR budget in place, DRR is exploring with UNDP, USA for additional contributions) –Regional Cooperation Programme: Phase-I Project (as part of a 6-year regional cooperation Programme) –National components will be addressed Donors will be consulted along the way and invited to all coordination and programming meetings

Proposed Next Steps Caribbean Regional Programme in MH-EWS with National Development Components (1/5) Goal: Develop and launch the Caribbean Regional Cooperation Programme in MH-EWS and national development components Programme Duration: 6-8 year programme with phased projects (with 2 year implementation cycles) Participating Members: All Islands in Caribbean in RA IV (British, French, Spanish and Dutch) Partners: -Regional: CDEMA, CMO, CIMH, other CARICOM agencies (?), RSMC (Miami), Hurricane Committee, others (TBD?) -National: DRM agencies, NMHS, Media, NGOs from the region, Other (?) -International: WMO, UNESCO-IOC, UNDP, World Bank, IFRC, Other (?) -Donors: USA(USAID/OFDA), Canada (CIDA), Italy, Finland (MFA), Spain, UK (DFID), EC, IADB, CDB, WB, UNDP, Other? Proposed Next Steps : Caribbean Regional Programme in MH-EWS with National Development Components (2/5) Potential Outcomes of a Caribbean Regional Cooperation Programme in MH-EWS: –Strengthened institutional capacities in Multi-Hazard Risk Assessment to support EWS, Emergency Preparedness, Insurance and risk management –Strengthened/Harmonized regional observing network, –Strengthened regional forecasting centers and improved forecasting capacities of NMHS –Harmonized Regional and National Watch and Warning Systems (building on regional good practices) –Improved coordination of the tsunami EWS (ICG-Carib) and regional programme for MH-EWS (hydro-met) –Improved coordination across regional and national agencies involved EWS –Improved service delivery, and warning dissemination at national level –Improved operational coordination and concept of operations (Standard Operational Procedures) between national DRM agencies and NMHS at the national level –Improved public awareness and community preparedness programmes in Multi-Hazard EWS

Proposed Next Steps : Caribbean Regional Programme in MH-EWS with National Development Components (3/5) Timeline and Milestones in 2010: May – Consultations with regional and international agencies and centers on the road map for development of Regional Cooperation Programme Finalization of the report of the MH-EWS workshop in Costa Rica and dissemination Internal WMO Secretariat TT established to support programme and proposal development (OBS, WIS, GDPFS, MMOP, TCP, PWS, HWR, AgM, DRR, etc) Webpage with background materials prepared for TT and consultant use May-June – Designation of the RA IV DRR TT members and approval of the TOR by RA IV management group to support and provide advice to the development of the Regional Cooperation Programme. June - WMO to hire consultant(s) in consultation with the regional partners to assist with development of the regional cooperation programme and proposal for phase I Explore with UNDP and CDEMA if they are interested in hiring a DRM consultant to complement WMO Consultant

Proposed Next Steps : Caribbean Regional Programme in MH-EWS with National Development Components (4/5) Timeline and Milestones in 2010 : June - October - National and regional consultations and visits by consultants to the region, WMO and other partners to get feedback for the development of the first draft of the Regional Cooperation Programme and phase I project. 1st Week of November (November 1-5) - Technical workshop (cosponsored by WMO, UNDP, regional partners, others???) engaging experts from all beneficiary countries and regional agencies to discuss technical issues and provide input into the first draft of the Caribbean Regional Cooperation Programme and Phase I project implementation plan (Donors and regional and international partners will be invited) 3rd Week of November- Second draft of the Regional EWS cooperation programme and Phase I of Project to be presented to the Congress of the Director of Meteorology in the region and consultation with other national, regional, international partners and donors

Proposed Next Steps : Caribbean Regional Programme in MH-EWS with National Development Components (5/5) Timeline and Milestones in : 2nd week of December (December 7-9) - A joint 1-day high-level special session with CDEMA-CDM meeting in Trinidad with CMO, CIMH, other regional and international partners (Proposed target participants: Directors of DRM, Directors of Hydro-Met Services, regional and international partners and donors) for final endorsement Special Technical Session at Hurricane Committee Meeting 4/2011- Special session for presentation and engagement of the Hurricane Committee in the relevant aspects of the implementation Q Confirmation and structuring of funding mechanisms and coordination with donors Q Phase-I project launch with first activities starting in Q2 2011
