Access to Global Market Opportunities for Ohio Manufactured Products Program Cleveland has 107 different ethnic groups. This can contribute significantly to achieve our collective mission to help small businesses grow, create new Jobs, investment attraction for businesses, and opportunities for people. It is extremely important to build GLOBAL Leadership models of opportunity from the rich tapestry of all our communities. What (if any) new state economic strategies are now required to build institutions of opportunity within local communities to assist (small) businesses to access the growth potential of untapped global markets and create more jobs? 2. What (if any) salient changes should be made to current state government global structure, framework, and practices, which can enhance global relationships and contribute significantly to sustainable opportunities for both growth and job creation? 3. What (if anything) should be done to increase the extent to which continuously efforts to build institutions of opportunity can effectively enhance the shared opportunities for business and cultural development globally? House Bill 175 Goals The “Access to Global Market Opportunities for Ohio Manufactured Products Program” will promote trade and industrial development, attract foreign investment, facilitate the use of ports, and pursue other trade and development related objectives. House Bill 175 is designed to achieve seven goals including: To facilitate logistics for Ohio businesses seeking to use foreign ports and for foreign businesses seeking to use Ohio ports; To enhance development of Ohio’s chief 25 industries; To promote reciprocal trade activities, such as trade shows; To hold annual industry-sponsored receptions in the District of Columbia to host government and business representatives from key foreign nations; To enhance and promote Ohio’s industry of partial manufacturing; To attract foreign investment; To engage in educational exchange. Components of the Program The Access to Global Market opportunities for Ohio Manufactured Products Program establishes the: Ohio GLOBAL Leadership Initiative is to facilitate businesses entry or expansion into foreign markets. The Goal is to enhance competitive advantage in world markets and promote job creation for companies positioned to do so. Establishes State Business Consulates GLOBAL Initiative on International Relations to undertake diplomatic efforts The Goal is achieved through diplomatic efforts that promote growth in education, economy, diplomacy, humanity, and build and manage reciprocal relationships with foreign governments. Establishes State Ambassadors Office of Representative John E. Barnes Jr.

Building Institutions of Opportunity Ohio Business Consulates will be selected from members of Ohio District Export Councils, which are organizations of business leaders appointed by various United States Secretaries of Commerce. Ohio Business Consulates may help Ohio businesses to establish relationships with foreign businesses, market or industry trade groups, or regulatory authorities, to serve as brokers or intermediaries in private business transactions. Ohio Business Consulates may give advice about foreign languages or local business or social customs, to promote state businesses. Ohio Business Consulates shall be required to report their activities and accomplishments. Office of Representative John E. Barnes Jr. Establish Ohio Business Consulates

Building Institutions of Opportunity State Ambassadors would be a non-paid service appointment by the respective chamber leadership to promote international relations as an extension of their elective office (goals, measurable, and records). State Ambassadors qualification for appointment would be from respective chamber committee membership. State Ambassadors bearing that title would vary depending on need, as influenced by the size and number of global economic regions identified by the state. State Ambassadors collectively would be authorize market development funds. State Ambassadors must obtain written approval from the Governor and their respective chamber leadership before traveling on behalf of this program Office of Representative John E.
