SB 488 Signed by Governor Brown August 12, 2013 How did we do it?

Story of Students in San Diego Identified a problem (fall 2011): California Health and Safety Code (12): Infestation of insects, vermin, or rodents as determined by a health officer Got local media attention Developed a solution Talked with some stakeholders Pitched a bill with a local representative in Sacramento (winter 2012) …but they didn’t get any traction

A “Simple” Fix

What We Got Infestation of insects, vermin, or rodents as determined by a health officer or, if an agreement does not exist with an agency that has a health officer, the infestation can be determined by a code enforcement officer, as defined in Section of the Penal Code, upon successful completion of a course of study in the appropriate subject matter as determined by the local jurisdiction.

Key Lessons Multi-Sector Partnerships –Buy-in from key stakeholders –Broad base of support Politically Feasible Solution –No costs, no new rules Early Coalition Building
