May 25, Creating an E-Grants Application The Electronic Submission Notice must be read and acknowledged before accessing the system. Once you have read the notice, please click the Accept button and the login screen will appear. HINT: Since this is a web based system you will be timed out after 30 minutes of inactivity and will lose any unsaved material. Hit SAVE often. Also if you have a lot of narrative to enter into E-Grants, type the information into a Word file and then copy and paste the verbiage into E-Grants.

May 25, Creating an E-Grants Application Once you have logged in, the Welcome to E-Grants page will be displayed. Select Project from the left menu frame to open the list of projects that match the access rights of the user or to create a new project.

May 25, Creating an E-Grants Application A list of currently active projects will be displayed. The grid will be empty if there are no projects associated with the user. Click New to begin entering a new project.

May 25, Creating an E-Grants Application It is EXTREMELY IMPORTANT that you select the correct Funding Program and Funding Year To start a new application you will need to select a funding program and funding year from the drop down lists. See next two slides for instructions.

May 25, Creating an E-Grants Application Select 2015 from the Funding Year drop down list and click Create Project Button. Click OK in the pop-up box.

Enter the following mandatory fields: Project title – FY2015 Technical Rescue Grant County Summary Description of the Project – Brief description of the Project Project Start Date: 09/01/2015 Project End Date: 08/31/2018 When completed, click on the Save button at the bottom of the page or the Save option in the left frame.

May 25, Creating an E-Grants Application Now click on the Participants tab. Participants can be “Grantees” and/or “Implementing Agencies”. The “submitting partner” should be listed as the grantee and the “participating partner(s)” should be listed as the implementing agency.

May 25, Creating an E-Grants Application A search screen will open to search for an existing Participant. Enter full or partial name and click OK to search the database. If you previously applied for funding, your organization’s information will be able to be retrieved using the search option. Hint: This search engine looks for exact matches so don’t be too detailed in your search.

May 25, Creating an E-Grants Application In this example, “Test” was input into the search window providing the above list. Choose the Participant you wish to add from the returned list by clicking on the blue # to the left of the participant name.

May 25, Creating an E-Grants Application Select the appropriate participant type. The screen will refresh and click on the Add button.

May 25, Creating an E-Grants Application If the participant is not in the database, you may add them by clicking the New button. And then OK. However, please ENSURE the participant is not already in the database to prevent duplicate entries.

Required fields are: Participant Name, Address, City, State, Zip, County and Employer Identification Number, Click on the Save button. While SFS Vendor Number and Dun & Bradstreet Number are not mandatory, please complete those fields as well. Mandatory data must be entered before the record can be saved. Note: If you need to update information after the records has been saved, please Do not create a new participant.

May 25, Creating an E-Grants Application Next you will add Contacts to the Participants. E-Grants requires a Primary, Signatory (i.e. County Executive or Mayor) and Fiscal Contact (i.e.. Treasurer). Please designate only one person as the primary contact for the grant. This person will receive all correspondence related to the grant. Both Primary and Signatory Contacts must be registered users of the E-Grants system.

May 25, Creating an E-Grants Application If more than one participant has been added, use the drop-down box Contacts for Participants to select the correct participant, then click on Add Contact to button.

May 25, Creating an E-Grants Application A search screen will open to search for an existing contact. Enter partial name and click OK to search the database. Hint: This search engine looks for exact matches so don’t be too detailed in your search. Again, if you previously applied for funding, your information will be able to be retrieved using the search option.

May 25, Creating an E-Grants Application If your contact is found in the search, click on the blue number next to the last name. A popup box will appear asking to select the Contact Type.

May 25, Creating an E-Grants Application A pop up box will then appear letting you know the contact has been successfully added. Continue selecting and adding contacts until you are finished. Remember a Primary, Signatory and Fiscal contact must be chosen.

May 25, Creating an E-Grants Application REMEMBER - If the Signatory Contact you are trying to add is not a registered user of E-Grants with Signatory rights, you will get the above error message and you will not be able to add that person until they are a registered user. Please contact if you need help registering someone as a signatory. You can however continue working on other parts of your application but you will not able submit the application without a signatory attached.

Required fields are First Name, Last Name, Agency, Address, City, State, Zip, and Phone Number. Click on the Save button. Mandatory data must be entered before the record can be saved. Add a new contact only after verifying the person is not already in the system.

May 25, Creating an E-Grants Application Generic Workplan Information Below is the generic workplan information that you will use in the E-Grants system. The information is broken down into three categories; (1) purchasing equipment; (2) conducting training and/or exercise; and (3) planning. You may use any or all of these categories. Project goal – To develop regional technical rescue and urban search and rescue (USAR) response teams. G&T Workplan Code – 05. Establish/enhance regional response teams. Investment Justification – Emergency Management and Response Capabilities Objective Description – To establish/enhance the capabilities of regional technical rescue and USAR teams. Target Capability – Planning and/or Search and Rescue Equipment: Task – Purchase allowable search and rescue equipment. Train appropriate personnel in the proper use of the equipment and place the equipment into service. Performance Measure – Identify equipment ordered and received. Provide a brief narrative on the training of personnel and the deployment of equipment. Describe how the project enhanced technical rescue/USAR capabilities in the region. Equipment accountability records are properly maintained. Provide explanation if equipment is received but not deployed, include deployment plans as appropriate. Planning (Use the following information): Task – Conduct allowable planning activities related to regional technical rescue/USAR response operations. Performance Measure – Planning activities conducted. Provide brief narrative reporting planning activities completed and describe how the project enhanced the technical rescue/USAR capabilities in the region. Training (Use the following information): Task – Conduct approved training related to regional technical rescue and USAR response operations. Performance Measure – Training conducted. Provide brief narrative on type of training conducted to include at a minimum the number of personnel trained, the disciplines being trained and the jurisdictions included in the training; roster of attendees maintained on file. Describe how the project enhanced the technical rescue/USAR capabilities in the region. Continued on next page

May 25, Creating an E-Grants Application Generic Workplan Information continued Exercise (Use the following information): Task – Design, develop, conduct and/or participate in exercises in compliance with HSEEP guidelines to identify deficiencies within response capabilities to all hazards events. This in turn will help to identify training curriculum gaps. Submit After Action Reports/Improvement Plans to DHSES within 60 days of exercise completion. Performance Measure #1 – Exercise conducted and After Action Reports/Improvement Plans completed and submitted to DHSES within 60 days of exercise completion. Provide brief narrative and report number of personnel involved, the disciplines involved and the jurisdictions participating; describe how the project enhanced the technical rescue/USAR capabilities in the region.

May 25, Creating an E-Grants Application Now click the Work Plan Tab and enter the Project Goal. This year we are using generic information which can be found on the previous two slides. Enter the exact narrative that appears on slides 29 and 30. Once you have entered the Project Goal, click on Save. Then click on Create New Objective.

May 25, Creating an E-Grants Application A new screen will be generated with several drop down boxes. Click on the G & T Work Plan Code box and select the correct G & T Work Plan Code (#5).

May 25, Creating an E-Grants Application Next click on the Investment Justification drop down box and select “Enhance Emergency Management and Response Capabilities”.

May 25, Creating an E-Grants Application Enter the generic Objective Description (found on slide 29) and click on Save.

May 25, Creating an E-Grants Application Click Add Primary Target Capability. Select either Planning or Search and Rescue. The screen will refresh with a confirmation message “Are you sure you want to add this Target Capability?” Click OK. Click on Add Task to this Objective.

May 25, Creating an E-Grants Application The Task(s) need to be added. Enter your generic task from slide/page #29 and 30 and click on Save. The screen will refresh with a confirmation message “Are you sure you want to save?” and click OK.

May 25, Creating an E-Grants Application Click on Add Performance Measure to this Task and enter the generic performance measure that corresponds with the task from slide/page #29 and 30.

May 25, Creating an E-Grants Application This is an example of a completed work plan for purchasing equipment. To add additional tasks and performance measures click Add Task to this Objective and follow directions from slide/page #36..

May 25, Creating an E-Grants Application Click the Budget tab. You must have a participant and a completed Work Plan before you can enter a budget. Click on Create new Budget Version for (Submitting Partner).

May 25, Creating an E-Grants Application Each budget item is entered separately. Choose the category of the budget item you are entering from the drop down box. As you can see there are nine budget categories. Please refer to Appendix A (Allowable Cost Matrix) and Appendix D (Allowable/Un-Allowable Item Clarification) of the RFA which details costs allowable under this grant. Note: Applicants should be aware that while the NIMS and NFPA Typing Information and Worksheets indicate minimum levels of equipment needed to reach the different typing levels for Technical Rescue/USAR teams, not all of the equipment is eligible for purchase under this grant. Applicants should refer to the Allowable Equipment List website to determine the eligibility of any equipment being considered for purchase under this award. Additionally any equipment purchased under this award must be certified as compliant with applicable NIOSH, CBRN and NFPA standards.

May 25, Creating an E-Grants Application Mandatory fields for a budget item are Description, Number, Unit Cost and Justification. If you are entering an Equipment item, an AEL Number is also mandatory. A link to the AEL is provided. When finished with the item click Save.

May 25, Creating an E-Grants Application Once you have saved the budget item, the screen will refresh and the Add Funding Allocation for this Budget item icon will appear. Click on the icon. The screen will advance to Funding Allocation Tab. You must enter a budget item before you can enter funding allocation data.

May 25, Creating an E-Grants Application Click on the drop-down box to select the G&T Workplan Code #05 Establish/enhance regional response teams. Click Add G and T Workplan. The screen will refresh with a confirmation message “Are you sure you want to add this G and T Workplan?” Click OK.

May 25, Creating an E-Grants Application Click on the drop down box to select a National Priority. For this grant program choose 02. Implement Incident Management System and the National Response Plan. Click Add National Priority and then click OK.

May 25, Creating an E-Grants Application Click on the drop-down box to select a Priority Project. Choose State Strategy Goal 05. Enhance Incident Management and Response Capabilities. Click Add Project Priority and then click OK.

May 25, Creating an E-Grants Application Now you select a Spending Subcategory/Solution Area. Only the Solution Areas that match the Funding Program (TR) will be listed (Planning, Equipment, Training and Exercises). When you have selected the category the lettering will change from blue to red. In the example above planning is selected.

May 25, Creating an E-Grants Application Once you select a category, items related to the selected category will appear in a drop-down box. Select the subcategory that described this budget item. The same category (Planning, Equipment, Training or Exercises) must be selected for Spending Subcategory and Spending Discipline.

May 25, Creating an E-Grants Application Enter the dollar amount being allocated to that Subcategory and click Add Spending Subcategory.

May 25, Creating an E-Grants Application Now enter the Spending Discipline for the Solution Area you choose previously. Once you select a category, the screen will refresh and the selected item will appear in red. Items related to the selected category will appear in a drop-down box. Select the appropriate Discipline and enter the dollar amount being allocated to that Discipline and click on Add Spending Discipline. You must select the same category (Planning, Equipment, Training or Exercise) for both Spending Subcategory and Spending Discipline.

May 25, Creating an E-Grants Application Click on Finished with this item. The screen will refresh back to the budget tab to add additional budget items. You need to complete both the Budget and Funding Allocations Tabs for each budget item.

May 25, Creating an E-Grants Application The next step is to upload the required attachments. To add Attachments, click on Attachment on the left side.

May 25, Creating an E-Grants Application Click on New to attach a file to your application. Please note the appropriate file types that can be uploaded.

May 25, Creating an E-Grants Application Click Browse to navigate to the file location and select the appropriate file. Once the file is selected, click Upload to send the file to E-Grants. File names cannot have any special characters (# or *) or be more than 65 characters.

May 25, Creating an E-Grants Application When the file has been uploaded you will receive a confirmation. Click Browse to add another file, or click Go Back to List to view the list of files that have been attached to the application.

May 25, Creating an E-Grants Application A list of files that have been attached to the application appears. You may click on the file name to view the file. Click on Project to go back to your application.

May 25, Creating an E-Grants Application Click on the first question, enter your answer and click on Save. The system will automatically advance to the next question. These questions are just to serve as a reminder to upload the required documents.

May 25, Creating an E-Grants Application Click on the Acceptance Tab. Click Assurance #1.

May 25, Creating an E-Grants Application Click the Certify button on the bottom of the screen after you have finished reading the information thoroughly. Screen will refresh with a confirmation message “Are you sure you want to Certify the statement?” Click OK. The screen will refresh again and your name will appear in the Certified by box with the current date.

May 25, Creating an E-Grants Application By certifying the assurance you are NOT submitting your application. See next slide on how to submit your application.

May 25, Creating an E-Grants Application When you have completed your application and attached the required documents you are ready to submit your application. Click the Submit button.

May 25, Creating an E-Grants Application If the application fails to submit, E-Grants will generate a Required Fields Report (above) to guide you in finishing your application.. Return to your application to enter the missing information and submit again.

May 25, Creating an E-Grants Application You will receive the following message when your application is successfully submitted. DHSES will be notified that an application was submitted. The primary and signatory contacts will also receive an that an application was submitted.

May 25, Creating an E-Grants Application Once your application is submitted, it will be locked (no further editing by the applicant) but you may still view your information. Notice the Locked indicator in the left frame. Also notice that the project status has changed to “Application Received”. You may view and print your entire application by clicking Application from the left frame under Reports. Locked

May 25, Creating an E-Grants Application For technical assistance you can contact our grants mailbox at or by calling REMEMBER: DHSES staff will be available to assist with E-Grants up to 5:00 PM on September 9, It is suggested that you do not wait until after that time to try and submit. Waiting until the last moment to submit, then discovering you have issues you can’t solve, may ultimately invalidate your application as untimely so don’t wait.
