Short History – water supply and sewerage services Documentary attested on 20th of January 1368, Braila, placed within a generous natural environment, next to the Danube, became shortly known as an important commercial center, appointed meeting place for the goods traded by the ships coming from the harbors on the Black Sea and Mediteranean shores and the western goods displayed here, mostly by merchants form Brasov. This fact is also written down by the Greek historian Laonic Chancocondil in 1462, on the occasion of Mahomeed II’s campaign against the Voivode of the Romanian Country, Vlad Tepes, in his writing about Braila “Dacian city, where people trade more than in any other cities of the country”.

A natural question: “How did the inhabitants together with the Turk garrison in amount of 3 – people have water supply, especially during the sieges when there were encountered difficulties from this point of view ?”. A possible answer – the first plan of the city prepared by the Austrian officer JOHAN von WERMATTI in the year 1789 – 1790 where we have a clear representation of a fountain with the adequate debit to satisfy the citadel daily requirements and those during the siege period. 1. Asociatia Romana a Apei Ministerul Mediului si Dezvoltarii Durabile Conferinta: “Provocarile sectorului apa din Romania in context european” 1834 – THE CITY HALL decides to install two public drinking fountains into the Public Garden in order to facilitate the procurement of drinking water; 1847 – The Water Carrier Path is set up in order to facilitate the water supply from the Danube into the city; Braila City Hall observes that the solving of water problem cannot be put off and decides to conclude a contract agreement for the “construction and the required installations for water filtration”; 1875 – the first technical specifications are published for the city water supply; 1887 – Eng. C.M. MIRONESCU draws up the “Project for Braila water supply” with a capacity of mc/day to the City Hall request; 1. Short History - continued

Short History - continued The water supply system of Braila city is partly put into function, and it consists of: the Danube water intake, inlet pipe, two steam machines with inlet and outlet pumps, settlement tank, partly the distribution and public fountains network for water distribution.The system functioning hours were between 6 – 9, 12 – 14, 17 – 20. We consider that, from now on the public service of water supply within centralized system began to work in Braila city – project drawn up by Eng. Dufour for soil cleaning – City Sewerage; 1911 – 1st September – the Communal Council approves the “making” of the project concerning the water and sewerage network of the city, the former not existing into the City Hall’s archive and the latter having been written down by Eng.Dufour with subsequent readjustments, but first and foremost the city nivellement having been made;

Short History - continued 1912 – Enterprise Contract between Nicolae Th. Faranga, the Mayor of Braila city, and Dionisie Germani, the engineer, for: Execution of the entire city and suburbs nivellement; Drawing up the general completed project of the city sewerage; Drawing up of a new project for the drinking water supply; 1912 – 12th March – King Carol I issues the law regarding the authorization of Braila Urban Commune to take a loan in the amount of 10,200,200 lei from the County Credit House or from any other credit institution. The loan was intended for the “payment of the contract for accessories of square stone and footway slabs, for the ozone installations, then reconstruction and completion of water pipes, construction of a water reservoire and introduction of the sewerage in the city;

Dionisie Germani for the latter’s appointment with the general management of the execution of the projects drawn up for the city Sewerage; 1912 – 1916 – execution of the waste water collector in Dorobanti Street, further called “Germani Collector”; 1986 – Decree for the approval of the investment objective “Rehabilitation of the main waste water collector in Braila Municipe”; 1987 – 2006 – Execution of the new main waste water collector in Rosiori Street. 1. The company undergoes the final stage of the process of merging S.C. Judeteana de Apa Braila, becoming thus a regional operator for Braila county. The company has 580 employees providing services for approximately clients and economic agents and institutions. The water supplied to population is captured entirely from the Danube Served water network – 624 km; Served sewerage network – 254 km Annual volume of bought water is of 23,4 million mc, 20,51 % representing the economic agents’ consumption 2. Current situation - continued Main problems to be solved:  Large water losses 40% of the volume of the supplied water within the network, are going to be reduced by metering of all domestic subscribers and replacement of worn water supply networks;  Total overtaking of the water-sewer services in Braila county (approximately inhabitants);  Adequate capture and treatment of the waste waters by building the Waste Water Treatment Plant in Braila Municipe;  Rehabilitation and modernization of the waste water treatment plants existing in Ianca and Faurei towns;  Extension of capture and water treatment capacities;  Extension of the distribution capacity of the drinking water to a larger number of inhabitants;  Extension of the capacity to draw off the domestic waste waters;  Extension of the principle “The Polluter Pays”

Experience in accessing external funds- Continued Expected benefits: Improvement of the environment state by remedying the negative effects caused by the lack of sewerage network; Improving the population’s hygiene conditions; Eliminating the untreated waste water discharge to the Danube. Putting out of order and preserving Germani Collector (built in 1916) in order to prevent accidents caused by possible caving, eliminating any dangers against inhabitants life and preventing properties degradation within contiguous area;

Experience in accessing external funds- Continued The Master Plan comprises a series of priority investment for the functioning of the water supply and sewerage network system and for compliance with the requirements of the European directives – Directive EU 98/83/EC, Directive EU 91/271/CEE – and compliance with the provisions of the Adhesion Treaty, Chapter 22 Environment.

Conclusions Compania de Utilitati Publice Dunarea Braila is willing to work together with providers of solutions and equipment within the field of drinking water distribution and waste water treatment. The cohesion funds represent an additional reason to believe that the list of external collaborators will be extended including other companies such as Israeli ones. The publicity will be realized by the channels established by the European Union.
