The Office of Textbook Services The Office of Textbook Services administers the adoption process for textbooks used in the schools of Tennessee. 2

The Office of Textbook Services That process consists of: the bidding of books by publishers, the reviewing of the books by an advisory panel of educators and professionals, the establishment of an Official List, the adoption of textbooks by the Local Education Agency 3

Textbook Caravans The Tennessee Department of Education will not coordinate or facilitate any Textbook Caravans with the Section A Adoption. Publishers will have the option of submitting a Digital Caravan (pre- recorded). This presentation will be available via a weblink on the TDOE website. Further information will be made available once the Official List of Approved Textbooks has been approved by the State Board of Education (October 2015). 14

Key Changes  All changes went into effect January 1, 2015  Textbook Commission name changed to State textbook and Instructional Materials Quality Commission  Commission was vacated on December 31, 2014 Governor appoints 3 members Speaker of House appoints 3 members Speaker of Senate appoints 3 members All nominations must be confirmed by joint resolution of state legislature Commissioner of Education serves as 10 th member, and may appoint a designee (Dr. Candice McQueen – Commissioner of Education, start date January 20, 2015) 16

Key Changes  Seven member quorum required. Affirmative vote of the majority of members of the Commission required to make action of Commission valid.  Textbook bond reduced from $1,000,000 to $10,000  All samples bid will be available online for public review.  Public feedback must be reviewed by both advisory panelists and Commission members.  Commission meetings are required to be live streamed and archived meetings must be posted on the TDOE website. (All meetings are currently scheduled at Legislative Plaza, room LP16.) 17

Key Changes  State advisory panelists and members of the local education agency’s review committee may include subject matter experts in addition to public school educators.  At the local level, review committees must include parents of children currently enrolled in the school district.  Commission must conduct a public hearing if the reviews by the members of the advisory panel for a specific textbook/instructional material do not lead to a clear recommendation as to the approval or rejection of the reviewed textbook/instructional material or if the Commission finds that the public comments indicate that further review of a textbook/instructional material is called for. 18

Publisher Assurances  Ensure the information in the textbook/instructional material is accurate  Certify each textbook/instructional material has been thoroughly examined and reviewed by qualified content experts for factual accuracy (will require the names of three reviewers)  Certify that the textbook/instructional material has been thoroughly examined and reviewed by qualified editors for typographical errors and errors in grammar, written expression, spelling, formatting, and other sustentative elements that may effect student learning 19

Publisher Assurances  Agree to collect all factual and editing errors found in any textbook / instructional material, at the publisher’s expense. Tennessee Department of Education will send error notifications to publishers Publishers must submit a Corrective Action Plan to the State Board of Education for approval 20
