ITS WORLD CONGRESS NYSDOT Transportation Management Summary of Major Transportation Management Program Activities

Operations Promoting Environmental Support –High-Occupancy Vehicle (HOV) lanes –CleanPass program allowing clean, fuel- efficient, single-occupant vehicles to use HOV lanes –Adoption of methane-powered vehicles as standard for its fleet NYSDOT has deployed a number of programs supporting the environment, including:

Operations Promoting Environmental Support –Using traveler information to advise motorists of the effect their travel had in terms of greenhouse gas emissions based on real-time traffic speeds and volumes –Reducing emissions by improving vehicle operating speeds via incident management –Encouraging use of alternate routing and modes via traveler information and services –Continuing to deploy ITS infrastructure to enable more comprehensive and sophisticated transportation management as policy and conditions evolve NYSDOT sees ITS and transportation management as a key corporate strategy for improving the environment via:

Real-Time Traffic Map with Speed and Emissions

Travel Time Signing –Provides real-time travel times to the public via about 14 signs –Deployed in NYC/LI on more than 40 miles of highway –Travel-time calculations enabled by about 26 TRANSMIT detector stations –Travel times are either to destinations on same roadway ahead or for travel to destination by one or more route choices

Operational Partnerships TRANSCOM –Includes 16 multimodal operating and public safety organizations in NY/NJ/CT –Supports interagency coordination, enhanced response to regional events and integrated use of transportation technology systems Public Safety –Strong incident management relations with operational partners, including NYSP and NYPD –Co-location in many TMCs

Operational Partnerships NITTEC –Bi-national coalition of 14 transportation agencies in western New York and Ontario, Canada –Coordinates interagency transportation management and information exchange –Operates TMC and field systems on behalf of members I-95 Corridor Coalition –Alliance of transportation, toll and public safety organizations along I-95 from Maine to Florida –Provides a forum for addressing policy and operational issues of common concern Public Transportation –NYSDOT provides oversight of NYS $2.6 billion transit funding –Promotes integrated technology implementations –Leads in the development of standards and tools supporting interchange of transit service data

Emergency Transportation Operations Integrated, all-hazard approach to planning, response and recovery from any event, regardless of size or type NYSDOT integrating operations under ETO philosophy, especially emergency and transportation management Will leverage ITS technology advances across spectrum of operations Statewide strategic plan to be completed in early 2009

Integrated Incident Management System (IIMS) –Partnership with NYSDOT, NYCDOT, NYPD and NYC OEM –System enhances coordination of incident response and management –Mobile computers in responder vehicle can quickly identify site, incident type and support needed –System supports digital camera to transmit and share pictures among response and management partners

Information Exchange Network –Supports statewide exchange of transportation status information, including incidents, construction, weather events, etc. –The major source of real-time data for 511 –Staff/agencies can enter information directly via common Web-based applications or exchange information via I3B interface middleware

Information Exchange Network Intelligent Information Integration Broker (I3B) –Interface middleware for IEN –Supports data exchange among disparate systems –Web services/XML based –Supports a variety of standards, including IEEE 1512 and Transportation Management FEU

Vehicle Infrastructure Initiative Advances in the field of in-vehicle technologies, through programs such as the Vehicle Infrastructure Integration (VII), will provide vehicle-to-vehicle and vehicle-to- roadside communications in both passenger and commercial vehicles. This will enable warning drivers of potential collisions and undesirable lane departures; assisting in collision avoidance; significantly reducing crashes; and increasing efficiency.

Vehicle Infrastructure Initiative NYSDOT ITS WC VII Test Bed –40-mile-plus corridor on Long Island Expressway, I-495 in NYC/Long Island, including freeway and arterial –Approximately 25 Roadside Equipment (RSE) units –Demonstrates more than 12 mobility and safety use applications, including traveler information, toll collection, intersection safety and safety warning –Integrated into the INFORM transportation management center system

Vehicle Infrastructure Initiative NYS Thruway – Spring Valley –Test bed being deployed; will be integrated into NYSTA technical infrastructure –Will be coordinated/integrated with NYC/LI VII test bed system and program NYSDOT Commercial Vehicle Infrastructure Initiative –Expands VII program to integrate commercial vehicles –Will develop, test and demonstrate commercial vehicle applications –RFP was issued earlier this year; negotiations with selected contractor team, led by Volvo Technology of America, are under way

ITS Standards and Architectures –NYSDOT is integrating system engineering principles in its ITS design processes. –We have developed regional architectures for all of our major deployment areas. –We have adopted national standards including center-to-center and center-to-field.

Advanced Transportation Controller Enables a variety of enhanced operations and safety features, including real-time balancing of freeway and arterial demand Goal: To replace controllers at all 6,000 intersections; approximately 1,900 installed to date
