4.1 In October 2004, a pirated optical disc (OD) manufacturing plant in Rayong Province (the Eastern part of Thailand) was seized ,127 pirated copyright CDs and DVDs, 48,829 obscene CDs and DVDs operators/workers were arrested (1 st – 5 th defendant)
