21 5.Eligibility Criteria for the Bidders 1.Thorough understanding of global satellite navigation systems and augmentation technologies 2.Thorough understanding of the simulation and test field in satellite navigation: main public and private actors, institutional framework, facilities, tools, etc. 3.Outstanding background on design, development and integration of IT systems and network features. 4.Sound experience on the development of web-based applications and knowledge management databases. 5.Sound experience in operations of web-based distributed networks and systems. 6.Good knowledge of the GNSS user community needs, present applications, trends, etc., especially related to simulation and testing activities.
