2 Breakout Session C: What is the business value for private sector partners? How do we ensure industry compliance with new and/or evolving standards? How does the private sector benefit in a standards based environment? How do we integrate the right requirements into the acquisition process? How do we increase public awareness of standards/direction? Who would certify interoperability? How should DoD make it more attractive for more private sector partnerships? Talk to the “Big” guys and the “small” guys to determine where technology is headed Acquisition community needs to focus on Innovation instead of just another product or new product release Buying and capability needs have to align Cobbling COTS – where does it break? How do we test? Standards for configuration and configuration management Interoperability testing (no NM interop testing) – who will own this? UCR (Unfied Capability Requirement) has only3 lines on NM Cultural change – AMN example compelling. People need a compelling reason to change behaviors – this goes to: Policy, People, Acquisition Independent testing labs do test interoperability of different vendor products and certify E.g. USG-v6 by NIST – all vendors now comply with it PEOPLETechnologiesSolutions (COTS) ServicesCulture ROIPolicyAcquisition

DoD CIO should draw from existing requirements (including from commercial world) and establish interoperability standards Reach-out and Reach –in between Govt and Industry so that Govt knows where the technology is and what the best practices are, and that helps drive Govt standards Govt staff needs to complement what Industry brings, because best Industry solution will fail without right govt. shepherding. SOF Culture – have problem, use R&D to develop a strategy, bring in external expertise and proceed with a solution “Looking for a Yes” US vs THEM (acquisition corps and requirements generation) mindset needs to go away – this needs to be a partnership for success No direct impact – IT Failure tied to mission failure or loss of life – hard to determine operational ROI, leading to poor IT accountability PEOPLETechnologiesSolutions (COTS) ServicesCulture ROIPolicyAcquisition

We talked about Private Industry and Standards… Standards are a business decision and a corporate strategy What demands are driving standards, and if Govt is aligned with those demands Quality Systems Engineering is on decline, need to bring it back Staffing reduced, and Sys Eng. doing many tasks – diluted capability Automation also a cause of SE decline? Is there an answer in Technology? Tech is an enabler, based on people/process/culture Continuity of ideas/initiatives through leadership changes critical International Standards (ISO) adoption or at least as a baseline PEO PLE Technolo gies Solutions (COTS)ServicesCultureGovernanceResources ROIPolicyAcquisition

DoD/Private Partnership question… CRADA (common in research – 6.2 research, for example) Intellectual Property Protection is key Lab at NRL, paid by Navy, offered an opportunity for vendor to show their wares, and Govt watches what rises to the top (focus on MDA) AFCEA/GMU plug-fest Pipeline – DoD needs to grow staff for the challenges ahead Bottom line – most of the concern from industry is around people, process, and culture and not technology.
