ISPM 15 is it working

Is it working? Import Enforcement Strategy Report on Wood Packaging full enforcement of ISPM No. 15 in Canada - CFIA ''Data collected by the Canadian Border Services Agency for the months of August to November have been analyzed by the CFIA to determine compliance. The compliance level is approximately 60.5% with regards to a mark or Phytosanitary Certificate with no live pests or signs of living pests. Approximately 6% of inspected shipments have been found to be infested. Thus the remaining 33% either had no mark or Phytosanitary Certificate and with no live pests or signs of living pests. Since the beginning of the year, the average compliance is about 64.5% (January-February: 70% / March-July: 63%/ August-November: 60.5%). In 2004 and 2005 compliance data were of 35% and 55%, respectively.''

Shipping WPM-Plywood to Australia Shipping Crates or Boxes Constructed of Plywood/Veneer Australia is now regulating plywood/veneer from many countries along with Canada. We cannot simply utilize plywood/veneer to produce crates and boxes we must prepare a document to certify that the plywood/veneer was manufactured by a reputable company and is not being re-used. Please see the document attached. Simply use this on your letterhead and supply this to your customer. Here are the rules documented in AQIS 76 page document titled “CARGO CONTAINERS – Quarantine Aspects & Procedures – November 15, 2006”

Plywood to Australia 1.3.4. Packing material made of newly manufactured plywood/ veneer Packaging material made of plywood/ veneer is acceptable for facilitated quarantine clearance (that is release without inspection or further treatment) provided the plywood/ veneer is newly manufactured (i.e. not pre-used) and is manufactured in: • All countries excluding Fiji, Indonesia, Malaysia, Philippines, Singapore, Thailand, Vanuatu and Western Samoa within three months of shipment; or • Fiji, Indonesia, Malaysia, Philippines, Singapore, Thailand, Vanuatu and Western Samoa, within 21 days of shipment, and in every case, accompanied by an acceptable certificate that includes the country of manufacture, the date of manufacture and a statement that the plywood/ veneer has not been pre-used (see Appendix VII for an example of an acceptable newly manufactured plywood/ veneer certificate). Alternatively, packaging material made of either new or pre-used plywood/ veneer may qualify for facilitated clearance if treated offshore by an AQIS approved method (refer to Appendices I, II and III). Acceptable treatment certificates must accompany such consignments. Upon arrival, packaging material made of plywood/ veneer that does not meet the newly manufactured requirements above or has not been appropriately treated offshore will be subject to treatment (refer to Appendices II and III), re-export or destruction with all options at the importer’s expense. Import conditions for bulk imports of plywood/ veneer are provided in the AQIS Import Conditions database ICON, available at www.aqis.gov.au/icon.
