Synchrophasor Measurement Implementation in ERCOT Dan Woodfin Director, System Operations ROS August 17, 2013 1

What is a Synchrophasor? Phasor Measurement Units (PMUs) allow the high resolution / high speed measurement of the voltage and current waveforms at a particular location on the power grid. PMU measurements are time-synchronized using the one-pulse-per-second signals provided by the GPS system. Current PMU records data at the rate of 30 samples per second (This number can be adjusted). A Phasor Measurement Unit (PMU) is a device that provides as a minimum synchrophasor and frequency measurements for one or more three phase AC voltage and/or current waveforms. The synchrophasors can be single phase or symmetrical component values. The synchrophasor and frequency values must meet the general definition and minimum accuracy required in the IEEE Synchrophasor Standard, C37.118-2005. The device must provide a real-time data output which conforms to C37.118 requirements. The manufacturer must provide test data to confirm compliance with C37.118. PMU must be able to sample and/or calculate the following signals: o Frequency  Calculated from positive sequence voltage angle o Delta Frequency o Phase A voltage magnitude and angle o Phase B voltage magnitude and angle o Phase C voltage magnitude and angle o Phase A current magnitude and angle o Phase B current magnitude and angle o Phase C current magnitude and angle o Positive sequence for voltage magnitude and angle o Positive sequence for current magnitude and angle o Quality ERCOT Public

What Needs can Synchrophasors Meet? Model Validation Provides data required to validate and tune dynamic models to improve accuracy of dynamic simulations that determine limits and ancillary service requirements Event Analysis Evaluate sequence of events following disturbances to improve future performance Identify, and investigate source of, oscillations in order to correct performance System Monitoring Identify and warn of oscillations which can lead to equipment outages and damage Provide alarms for operations outside typical limits Potential backup to SCADA/state estimator ERCOT Public

Generator Model Validation / Tuning Two conditions have occurred where ERCOT was able to identify incorrect Dynamic Model parameters and notify the generator. Generator then contacted its technical support from the manufacturer and corrected the issue. ERCOT Public

Monitoring: PMU data vs. SCADA data Improve system visualization and observability characteristics 30 samples per second from PMUs against a sample every 4 seconds in SCADA PMU recordings are time-stamped and highly accurate System Oscillations (small-signal, voltage etc.) Uniquely identifiable with PMU data (even in real-time) Possibility of prevention through operator intervention with improved visability through PMU data ERCOT Public

Can Synchrophasors Really Do All This? Depends… Phasor measurement units (PMUs) have to be installed in the right location to meet certain uses e.g. must be located near generating units to allow model tuning Certain uses require “better” communications than others e.g. must have low latency if used in control room for monitoring ERCOT Public

Status of PMU Implementation in ERCOT Existing synchrophasor implementation primarily driven through Center for Commercialization of Electric Technologies (CCET) Initial set of PMUs installed as research/demonstration project by participants in CCET (AEP, Oncor, Sharyland) through 2009 Installed Electric Power Group (EPG) software to allow ERCOT to perform synchrophasor analysis in 2008-09 CCET received DOE funding, through American Recovery and Reinvestment Act (ARRA), part of which is being used to install additional PMUs 2010-2013 implementation Includes installation of PMUs to enhance monitoring of grid conditions as remote wind resources move through the system American Recovery and Reinvestment Act (ARRA) of 2009 project involves PMU placement in ERCOT for integration of Wind. Recommendation Synchrophasor implementation in ERCOT needs to be formalized to become a “production” system and to take appropriate advantage of potential uses Appropriate requirements need to be included in Protocols and Operating Guides There are key issues that need stakeholder input, feedback, and expertise in order to draft NPRRs and NOGRRs Need input from a variety of departments within most companies (Planning, Operations, Telecomm, Protection, etc.) and from various existing ROS groups (DWG, PDCWG, PLWG, etc.) Recommend creation of ROS Task Force (or Working Group) to focus on these issues, bring together the appropriate expertise, and draft Revision Requests) ERCOT Public

Starter List of Issues for Task Force What will synchrophasor data be used for in the ERCOT Region (real-time monitoring, unit model validation, etc.)? What kinds of locations of PMUs are needed to meet this use(s)? What are the data latency requirements and other specifications, in order to meet the intended uses? Who should install and own the PMUs and be responsible for the communications from the PMUs? How should synchrophasor data be treated in terms of confidentiality? What are the CIP implications/requirements for the use of this data? ERCOT Public
