Commitments in the last PAB Action Taken Ensuring child centered provisions of the RTE Act, prohibition of corporal punishment, detention and expulsion are put into practice. Child centered provision of RTE Act notified by the State. Vide letter No. EDN/RTE-221/2011/40 dated 10th October 2011 and No. EDN/RTE-222/2011/40 dated 31st October 2011. (ii) Ensure child entitlement, including textbooks, supplementary materials are provided at the beginning of the Academic year. Textbooks have been timely distributed prior to academic session. Uniforms, advisory has been sent to all Districts for decentralised distribution and fund also released. (iii) To ensure that all teacher related provisions under the RTE Act, are put into practice including 50% female teachers to be recruited. The State has more than 70% of female teachers at Elementary level. Recruitment being made only from those having D.El.Ed. as mandated by RTE Act (45% in class XII with D.El.Ed) SARVA SHIKSHA ABHIYAN, STATE EDUCATION MISSION AUTHORITY

Commitments in the last PAB cont Commitments Action Taken (iv) Ensuring all school related grants under SSA – teacher grant, school grant, maintenance grant are released in 1st quarter of the financial year. Release has been made during the 1st quarter immediately after funds was received. (v) To initiate steps for curricular reform as per section 29 of the RTE Act, and in accordance with the principles of NCF – 2005. The State has developed its curriculum in 2006 as per NCF- 2005 and Section 29 of RTE Act, DERT notified as the Academic Authority. The State Govt formed the Core Committee for Curriculum and Textbook Revision (CCCTR) for reviewing of curriculum to ensure RTE compliance in all matters relating to syllabus and curriculum. (vi) Review of in-service teacher training programme. Training Module has been developed. Training of Master Trainers conducted. Head Teachers, BRCs and community members have been given capacity building. Meghalaya RTE Handbook prepared. TLM and Resource Handbook on CCE has been developed. (viii) To continue to hold regular meetings of District Level Monitoring Committee for SSA Regular meetings of the District Level Monitoring Committee for SSA under the chairmanship of the District Collectors in place. Commitments in the last PAB cont Commitments Action Taken (viii) To put in place system for conducting Shiksha Ka Haq Abhiyan during the course of 2012-13. RTE Pamphlets have been developed for SKHA. NSS , Bharat Scouts & Guides volunteers, Rangers and Rovers trained to create awareness on SKHA. (ix) To take steps for empowering the members of SMC to prepare effective School Development Plans. Steps are being initiated through Community Leaders Training for developing SDP, Being consolidated from the cluster, block and district level. (x) The State to review learning load by review of no of textbooks. Textbooks selected on the basis of Section 29 of RTE Act, in accordance with principles of NCF 2005. Number of textbooks rationalized . Subject balance maintained as per RTE. DERT– the Academic Authority is being involved in the selection of text books. (xi) The State will operationalize all sanctioned KGBVs in the next academic session. As per EC decision, consultancy Agency engaged at State level for design and project management of the 8 new KGBVs. Land formalities completed. Commitments in the last PAB cont Commitments Action Taken (xii) To complete process of school mapping and rationalization of schools. GIS mapping has been undertaken. 4027 Neighbourhoods was demarcated, and12,123 Neighbourhood schools identified. (xiii) The State should orient all the project functionaries, MIS functionaries in particular, on the triangulation of data. The State has appointed MIS Coordinators and DEOs for all the 39 Blocks. Orientation programme organised for all the MIS functionaries for acquainting them on Programme Management and Information System (PMIS). U-DISE and Child Tracking System initiated. (xiv) Completion of Civil works including KGBVs building to be expedited and appropriate policy decision be taken for availability of land for all sanctioned works. Third Party Evaluation of civil works is already been initiated steps being taken to improve implementation. Consultancy Agency has been engaged at State level for design and project management of 8 new KGBVs. Land formalities completed and works underway. Highlights Meghalaya improved its position and climbed 4 places from 9th position to 5th position in the Education Index as per survey of small States in India Today Survey SARVA SHIKSHA ABHIYAN, STATE EDUCATION MISSION AUTHORITY

PM highlighted that that SSA is one of the effectively implemented Flagship Programmes in the State in a report published by local daily. Positives Reading level of the State’s students at 64.6% is higher and better than National average of 48.5% (MHRD review based on ASER Survey) Higher % of children enrolled in class-III can solve subtraction problems better national average. in 2012,proportion of schools meeting PTR ratio as per RTE norms has improved to 65.4% compared to 54.3% in 2010. Proportion of schools with usable toilets have marginally improved from 24.5% in 2010 to 30.9% in 2012. Negatives High dropout – 5.2% in 6 – 14 age group. & 18.8% in 15-16 age group. SSA is for 6-14 age group. Access - OoSC Programmes for enrollment of OoSC intensified through collaboration with NGOs, Mass School Enrollment Programmes, development of Special Training Module and identification of OoSC centers. Special Training Module releases Special Training Module Dance & Song Presentation by OoSC during World Literacy Day SARVA SHIKSHA ABHIYAN, STATE EDUCATION MISSION AUTHORITY

Out of School For Out of School and for Special Training component, Special Training Module has been designed by the Academic Authority. Master Trainers Workshop for Special Training Teachers has been organized. (101 nos). Special Training Centers (588 centers) and teachers (588 nos) have been identified. Collaboration with 14 NGOs has been activized. (EKH – 6, JH – 6 , RB-1, WKH-1) Child Tracking System has been initiated as a step towards implementing RTE. Child Tracking System (CTS) April 21, 2017 Child Tracking System initiated. CTS has been undertaken through Household Survey through the network of 39 BRCs and 611 CRCs. Retention Timely distribution of textbooks & distribution of Braille books. As in previous year, the SPO took steps to ensure timely distribution of textbooks, which was achieved. SSA - ARK – Pilot Project ASPIRE (allow synthetic, phonetic to improve result in English. Launched in 41 schools covering 523 children. Approach – teaching letter sound, conversational English, reading and writing in an enjoyable, multisensory way. Empowering children to speak, read and write words with confidence and consistency. ARK Outcomes Sample across ASPIRE and NON ASPIRE Schools: Data was gathered for 321 pupils across 24 government schools in the state of Meghalaya. Of this cohort, 172 pupils (53.4%) were taught English using the ASPIRE curriculum, with 149 pupils (46.3%) acting as the control group (who were not taught through ASPIRE). Both groups had 12 schools each.   87% children improved in their reading ability 81% children improved in their spelling scores. Need to continue the programme for another 2 (two) years for sustainability as part of quality initiative on early reading.

Quality – Measures to enhance quality (Section 29 of RTE) Strategies to be adopted: 3 year time frame for implementation. LEP Programme/other interventions Target areas – comprehensive programmes for early reading and writing and maths for Class-I and II. For reading – ARK programme (50 schools upscaling for early reading and writing) For Maths – Jodo Gyan Programme for early maths (3 workshops on maths amounting to Rs.8 lakhs for all the above) Reading Corners to cover 8044 LP schools @ Rs.1000/school as a quality initiative and as part of RTE requirement.
