Operating Objectives Operational Period: to Mission: To support county operations and the provision of public information. Areas of Operation: Florida Keys and Southern Florida General Operating Objectives: 1. Continue Activation Level Support Evacuation Operations. 3. Support Human Services operations. 4. Continue Logistical operations. 5. Implement and monitor Search and Rescue Planning. 6. Prepare for severe flooding. Planning Assumptions: 1.Evacuation in inclement weather that will inhibit response. 2.Due to the rapid onset of the Tropical Storm the time for implementation will be short. 3.The operational area will be split between south Florida and the Panhandle. 4.Resources must be utilized conservatively during the initial landfall period. 5.Infrastructure interruptions will occur.

Operations Support Up Next – ESF 1&3 Current Issues Response Liaisons are tasking resource requests, as appropriate. As always, please make sure when entering messages that you include all relevant data - who's requesting, what is being requested, why is it needed, for how long, good point of contact/phone number, etc. Correct tasking is highly dependent on these answers. Also, please make sure to update your messages by "creating a response" to the original message, not creating a new message. Nineteen SERT Liaisons have been deployed to south Florida counties and most have arrived to their assigned county emergency operations center. Please refer to message number 35 for a current roster. ESF 12 Energy Up Next – ESF 13

ESF 12 – Energy Current Issues FUEL The FL Petroleum Marketers Association has reported that supplies in the area in question are at normal or above normal status. Product is being distributed in area as normal. Refueling schedule may be 2 hours behind normal delivery (presumably due to traffic). Major haulers are sending additional carriers into the region to provide support. Panic buying in Miami-Dade area creating long lines. Some retail outlets have run out of 87 octane (perhaps 10% of outlets) maybe half of those are out of all grades. Local EOCs have been spot checked and report adequate fuel for first responders.

ESF 12 – Energy Up Next – ESF 13 Current Issues ELECTRIC ESF 12 is in contact with the electric utilities that will be impacted and they are ready to respond as soon as the hurricane passes and it is safe for the repairs to begin. No major reported outages at this time. FPL reports that in addition to their 3,028 workers, 4,122 out of state workers are in the state with more to come into their 11 staging areas. Progress Energy Florida has out of state crews coming in from Kentucky, Virginia and Ohio. Unmet Needs None at this time Future Operations Currently coordinating staging areas and expediting out of state electric crews entrance into the impacted areas.

FEMA will assign a Type III Federal IMT to support federal assets at State LSA Showers and feeding for LSA and truck personnel is being provided 30 County PODs will be opened Saturday 8/27/05 staffed by FLNG personnel Some may transition to Comfort Stations on Monday or go under county staffing management State Mobilization Area established at State Farmers Market in White Springs Water being uploaded from Live Oak Warehouse, and Ice being uploaded from Polk County ice houses tonight, and will be enroute after midnight to the State LSA. FHP will be providing escort services for water trucks from State Mobilization Area to State LSA beginning after midnight. FEMA staging resources at Homestead ARB, Lakeland Regional Airport and Saufley Field
