Outline Background to ATPC – Establishment, Funding and Focus Areas Contributions of ATPC to the Trade Facilitation in Africa – African Alliance for E-Commerce (AAEC) – African Corridor Management Alliance (ACMA) UNECA : – PMAESA & PMACWA

Background to ATPC Established in 2003 as an initiative of UNECA Core funding provided by CIDA with contributions from Denmark, DFID & UNDP

Focus Areas of ATPC The five key focus areas of ATPC  Advocacy for Trade  Policy Advisory Services  Capacity Building & Training  Providing support to trade constituencies & building strategic partnerships Support to the (i) Private Sector through PACCI (ii) African Alliance for Electronic Commerce (AAEC) (iii) African Corridor Management Alliance (ACMA)  Knowledge Generation and Dissemination

In and beyond, the primary focus of ATPC is to provide technical support to AU – in implementing the Action Plan for Boosting Intra-Africa Trade and the establishment of CFTA

African Alliance for E-Commerce African Alliance for E-Commerce (AAEC) –is a Regional Single Window initiative established in –its establishment was spearheaded by ATPC Members (13 ): 6WA, 2CA, 3NA, 1SA, & 1EA –Cote d’Ivoire, Cameroun, Republic of Congo, Ghana, Kenya, Libya, Morocco, Madagascar, Mali, Senegal, Togo, Burkina Faso, Tunisia

Achievements & Expected Role Among other things, AAEC has been –providing technical capacity building on the Implementation of SW in member countries –sharing information on best practices of Single Window implementation recently –developing guidelines on the implementation of SW in Africa –getting involved in pilot projects to facilitate cross border formalities As Africa is aiming at CFTA by 2017 and the Single Window is already on the negotiation table of the WTO, the Alliance –is expected to play a key role in fast-tracking the development of Single Window at national and regional levels across Africa

African Corridor Management Alliance (ACMA) launched at the ATF II, September 2012, Addis Ababa, Ethiopia The key objectives of ACMA:  Collaboration and Information sharing  Exchange and promotion of best practices  Capacity building  Informing policy formulation  Identify and respond to financial & technical needs of the CMIs

PMA (ESA + WCA) In 1973, UNECA established PMAESA & PMAWCA with the following key objectives: assisting port development by enhancing productivity and service delivery; establishing linkages from ports to transport Corridors; assisting ports & maritime members to implement IMO conventions providing platform for exchange ideas and information where members can interface with one another on transport and trade facilitation
