Snapshot of Terrace Bay Terrace Bay is a small town of 1,800 people located at the top of Lake Superior in Northern Ontario. The Township was created through the construction of the pulp mill in the 1940s and has recently endured incredible hardships with the ongoing forestry crisis. The pulp mill is the main employer in the Municipality and its idling has resulted in an unemployment of 30% of residents. Terrace Bay has undertaken an aggressive diversification plan which the Cultural Centre project was a main component. Aerial of Terrace Bay on the Shores of Lake Superior

The Public Library (Before) The Terrace Bay Public Library is the heart of the Community. It carries out vital programming and offers a place for visitors to improve their self-being. The Public Library was located in the Terrace Bay Recreation Centre in a space of 2,800 ft 2 up until mid The site was inadequate due to its small size, open space with limited programming rooms, and lack of universal accessibility.

Project Overview A new school was being built and the former school building was sold to the Municipality. The plan was develop the site into a multi-use facility to enhance the Cultural sector which would include a Community Hall, Seniors Activity Centre, and an expanded Public Library. The project planning began in mid 2008 with construction starting January Pictures from the Funding Announcement Ceremony

Partnerships The project was a planning partnership between the Township of Terrace Bay, the Terrace Bay Public Library, and the Superior Seniors Club. It evolved into a construction project with partners including the Federal & Provincial government, FORM Architecture, and ManShield Construction. Building Canada Fund (Fed) - $622,500 Building Canada Fund (Prov) - $622,500 Northern Ontario Heritage Fund (Prov) - $360,000 Ontario Trillium Foundation (Prov) - $96,000 Township of Terrace Bay (Mun) - $275,000 Total Project Budget - $1,979,000 (Library 90% of project)

Design Statement A bluefield redevelopment of a school into a multi-use facility with a hall, seniors activity centre, and library Extensive renovation with priority on reusing surfaces, materials, and building systems The library section design included removing non-loading bearing structures to transition from a six classroom layout to an open and visual environment Inclusion of meeting rooms at the entrance along with coat storage to make visitors while using the services Central, open reception for safety and visual control Upgraded fixtures, windows and building envelope to ensure maximum performance and comfort

Cost Data Total Cultural Centre project cost - $1,979,000 * Library portion of the project – 90% est. Library Portion Engineering/design costs - $135,000 Project Management costs - $36,000 Construction - $1,611,000 Total Library project costs - $1,782,000 Please Note: Municipal portion of the entire project $275,000 represents an entire years capital budget for the Township of Terrace Bay. Annual capital budget for the Public Library is $5,000. This project is an incredibly significant contribution.

Why This Project is Deserving Sheer magnitude in relation to the size of the Community is impressive especially considering the depressed state of the local economy Excellent example of partnerships and how a bluefield redevelopment can transition from one learning environment to a new one Impressive design and use of rock and colours to represent the Lake Superior region
